<br />City Commission Meeting <br />October 9, 2006 <br />Page 7 <br /> <br />Staff Recommendation: Approval of Resolution 06-1723 as presented. <br /> <br />Audience Input: John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, stated that the Charter <br />needs to be thoroughly studied before going to a referendum. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve Resolution 06-1723, <br />Expressing support for Commission-Manager form of government and for a <br />Charter Referendum, as presented. Motion was seconded by Commissioner <br />Susan Doerner and carried on a 5 - 0 vote. <br /> <br />12. Other Items <br /> <br />A. City Manager Search Methodology and Basic Criteria for Soliciting candidates <br /> <br />Staff Presentation: The Interim City Manager presented this item to officially adopt the consensus reached <br />by the City Commission at their Workshop of October 2, 2006 regarding the City Manager Search <br />Methodology and basic criteria for soliciting City Manager Candidates. As stipulated at the workshop, Mr. <br />Miller will handle the City Manager search, with the goal to have between eight to twelve candidates to <br />present to the Commission for the semi-finalists on November 28,2006. The advertisement for the new City <br />Manager will be ready for publication on October 12,2006. The advertisement will appear in publications <br />from the Florida League of Cities Magazine, the ICMA and other similar periodicals. It was his intent to <br />have the new City Manager on board by March 1,2007. The basic criteria for candidates will be as follows: <br /> <br />I) Ten (10) years experience required as City or County Manager or Chief Assistant <br />2) Ten (10) years experience as City or County Manager in full service City or County preferred <br />3) Credentialed ICMA member preferred <br />4) Master Degree in Public Administration, Business Administration or closely related field required <br />5) Base Starting salary of$130,000 to $140,000 Depending on Qualifications <br /> <br />Staff Recommendation: Approve the City Manager Search Methodology and Basic Criteria for Soliciting <br />Candidates at a cost not to exceed $15,000. <br /> <br />Audience Input: John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, opined that the Range <br />Riders' Organization recruited and selected Jack Schluckebier, who was a good City Manager for over ten <br />years. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve the City Manager <br />Search Methodology and Basic Criteria for Soliciting Candidates, as presented <br />by Mr. Miller. Motion was seconded by Commissioner Susan Doerner and <br />carried on a 5 - 0 vote. <br /> <br />B. Addendum to Extend City Manager's Temporary Employment Agreement to February 27, 2007 <br /> <br />Staff Presentation: The Interim City Manager presented this item to extend his temporary employment for <br />two months, extended to February 27, 2007.
