<br />SECTION TWO. Citv Manae:er Transfer Authoritv. <br />The City Manager is hereby authorized to approve transfers within each department and <br />each fund to the extent such transfers do not exceed appropriated levels for such departments or <br />funds, or use contingency funds, or authorize additional capital outlay items for non-emergency <br />purposes. <br /> <br />SECTION THREE. Continued Infonnation and Invoice Processine:. <br />The City Commission will continue to receive computerized accounting information on <br />a monthly basis, as well as invoice information to be preapproved prior to payment of any of the <br />following: <br />- Consulting fees for contracts underway <br />- Attorney fees <br />- Final payment on construction invoice amounts for projects in excess of $25,000 <br /> <br />SECTION FOUR. Ouarterlv Bude:et Amendment Process. <br />The City Manager, on a quarterly basis or as necessary, will provide an updated balance <br />for City Commission reference information as to budgetary changes authorized by the <br />Commission, and appropriate budget amendment resolutions reflecting Commission actions in this <br />regard. <br /> <br />SECTION FIVE. Additional CaDital Outlav Items. <br />Any additional capital outlay items (non-emergency - over $200) not specifically <br />authorized by the City Commission in the budget will require preapproval by the City <br />Commission prior to their purchase. The City Manager will continue to notify the Commission <br />on occasional matters of necessity regarding emergency purchases as such situations arise, in a <br />timely manner. <br /> <br />SECTION SIX. Conflicts. <br />All Resolutions or parts of Resolutions in conflict with any of the provisions of this <br />Resolution are hereby repealed. <br /> <br />SECTION SEVEN. Severabilitv. <br />If any Section or portion of a Section of this Resolution proves to be invalid, unlawful, <br />or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any <br />other Section or part of this Resolution. <br /> <br />SECTION EIGHT. Effective Date. <br />This Resolution shall become effective immediately upon its passage and adoption. <br /> <br />(2) <br />
