RESOLUTION 650 "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ESTABLISHING FUND AND DEPARTMENT LEVEL ACCOUNTING AND EXPENDITURE AUTHORITY; ESTABLISHING CONTINUED INVOICE AND BILL REPORTING AND APPROVAL PROCESSES; ESTABLISHING A QUARTERLY BUDGET AMENDMENT PROCESS FOR NECESSARY BUDGET ADJUSTMENTS; AND ESTABLISHING AN APPROVAL PROCESS FOR ADDITIONAL CAPITAL OUTLAY ITEMS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." WHEREAS, the Commission has adopted a balanced budget by a previous Resolution; and, WHEREAS, such budget authorizes and appropriates funds for proper expenditure by department of the City of Casselberry, Florida, subject to all appropriate and relevant City regulations afforded thereto; and WHEREAS, the City Departments and City Manager desire flexibility on miscellaneous operating expense items to make appropriate decisions and take necessary actions in an ongoing effort to efficiently operate their departments; and WHEREAS, from time to time situations arise regarding unforeseeable circumstances which have occurred which necessitate budget adjustments during the fiscal year to be reconciled with the adopted budget; and WHEREAS, from time to time City Departments have situations occur which require additional appropriations which continue to require City Commission approval and consideration; and WHEREAS, the processes regarding these situations require streamlining and clarification. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION ONE. DeDartment and Fund Level AccountiDl! Basis. The City of Casselberry hereby establishes its accounting system to report annually on a department and fund basis; with interim reports regularly for information and reference purposes on an object of expenditure (line item basis).
