<br />City Commission Meeting <br />July 24, 2006 <br />Page 9 <br /> <br />Staff Recommendation: Approve as subm itted. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve the Special InvoicelMinor <br />Contract Report as submitted. Motion was seconded by Commissioner Susan <br />Doerner and carried on a 5 - 0 vote. <br /> <br />B. Tentative Tax Rate for Fiscal Year 2006 -2007 <br /> <br />Staff Presentation: Pursuant to the Truth in Millage Legislation 'TRIM", the City Commission is required <br />to set the proposed millage rate for Fiscal Year 2006-2007 within thirty-five (35) days of certification of <br />taxable value by the Property Appraiser. This proposed millage rate must be transmitted to the Property <br />Appraiser by August 4, 2006. The proposed millage rate cannot be increased at the Public Hearings, but the <br />millage can be decreased. <br /> <br />Staff Recommendation: Approval of the proposed millage rate at 5.00 mills as presented in the 2006-2007 <br />budget and set the tentative Public Hearing for September II, 2006 and the final Public Hearing for <br />September 25, 2006. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve the Tentative Millage <br />Rate for F.Y. 2007 at 5.00 mills as presented by the City Manager. Motion was <br />seconded by Commissioner Susan Doerner and carried on a 5 - 0 vote. <br /> <br />C. Resolution 06-1693 - Third Amendment to the Conceptual Plan Agreement between the City of <br />Casselberry and Unicorp National Developments, Inc. <br /> <br />The City Clerk read Resolution 06-1693 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY,FLORIDA, AUTHORIZING <br />THE MAYOR TO EXECUTE THE THIRD AMENDMENT TO CONCEPTUAL <br />PLAN AGREEMENT BETWEEN THE CITY AND UNICORP NATIONAL <br />DEVELOPMENTS, INC.; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br /> <br />Staff Presentation: UnicorpNational Developments, Inc., has presented a request for a third amendment <br />to the Third Amendment to Conceptual Plan Agreement between Unicorp and the City. The Amendment <br />will change the date for entering into a "Water Retention Area Construction and Joint Uti lization Agreement <br />and Cross Grant of Easements" from July 14,2006 to August 4,2006. All other items in the contract will <br />remain the same. <br /> <br />Staff Recommendation: Approval of Resolution 06-1693. <br /> <br />Audience Input: John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, questioned the soil <br />testings for the property. <br />
