First Reading of Ordinance 06-1198 - Comprehensive Plan Policy Amendment Industrial Medium <br />Designation (LP A 06-11) <br /> <br />Mayor Goff stated that in compliance with Florida Statutes, a sign-up sheet is provided at the podium for <br />individuals wishing to speak on Ordinance 06-1198. <br /> <br />The City Clerk read Ordinance 06-1198 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AMENDING SECTION V, IMPLEMENTATION OF <br />THE FUTURE LAND USE ELEMENT OF THE CITY OF CASSELBERRY <br />COMPREHENSIVE PLAN 1990-2010 TO AMEND THE POLICY FLU 1.10 <br />ENTITLED "INDUSTRIAL-MEDIUM," PROVIDING FOR SEVERABILITY, <br />CONFLICTS AND EFFECTIVE DATE." <br /> <br />Le!!al Advertisement: Advertised for first public hearing in the Orlando Sentinel on June 28, 2006. <br /> <br />Staff Presentation: Ordinance 06-1198 is a large scale amendmentto the Comprehensive Plan that amends <br />the future land use policy 1.10 regarding the Industrial Medium future land use designation. This designation <br />was created to allow adult entertainment establishments/sexually oriented businesses to operate within the <br />Industrial Medium future land use. The proposed changes to the current designation wi II allow <br />establishments to be visible by the traveling public and have frontage on a collector roadway. The Planning <br />and Zoning Commission provided a favorable recommendation to the City Commission. <br /> <br />Staff Recommendation: Recommend approval of Ordinance 06- I 198 on first reading for transm ission to <br />the Department of Community Affairs (DCA) for review. After their review and approval, Ordinance 06- <br />1198 will be scheduled for second reading and final public hearing. <br /> <br />Audience InDut: The following individuals addressed the Commission regarding Ordinance 06-1198: <br /> <br />1) Hal Billerbeck, 531 Sundown Trail, Casselberry, FL 32707, spoke in support of the I-M <br />Zoning, and was strongly opposed any adult entertainment in the City. <br /> <br />2) John Casselberry, 700 S. Lost Lake Lane, Casselberry, FL 32707, suggested actions on the <br />Industrial Medium rezonings be delayed until after the City has buyers for the properties <br />in the Northeast area. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve Ordinance 06-1198, <br />Comprehensive Plan Policy Amendment I-M Designation (LPA 06-11) as <br />presented. Motion was seconded by Commissioner Susan Doerner and carried <br />on a 5 - 0 vote. <br />
