<br />City Commission Meeting <br />June 26, 2006 <br />Page 8 <br /> <br />Commissioner Hufford recommended the City staff and Mr. Kohler meet with the County Clerk and proceed <br />through the process to establish trust and good faith in what we are doing. The City should (a) talk to the <br />entities, present the figures to the County; and (b) go over the findings and then proceed to an audit if <br />warranted. <br /> <br />Commissioner Doerner suggested that the Commission allow Mr. Pavlis, Mr. Miller and Mr. Kohler to <br />proceed with discussions with the County Clerk and after that, if the County is not satisfied, proceed with <br />the audit. She indicated that she had discussions with the County Commission and they were concerned and <br />upset, but the City is doing do diligence to move this forward and she believed the County would be very <br />receptive to discussions. <br /> <br />Mr. Pavlis indicated that he believed by working together the issue could be resolved. Mr. Kohler agreed <br />stating that it was essential to establish trust between all parties. It is an accounting issue and with <br />established policies in place, he opined that an amicable solution could be attained with all parties working <br />together. <br /> <br />MOTION: <br /> <br />Mayor Bob Goff moved that the Commission respond to the County Clerk's <br />request in the affirmative to allow the audit ofthe CRA as requested. Motion <br />was seconded by Commissioner Kathy Cook and carried on a 4 - 0 vote. <br /> <br />Mr. Pavlis said he would be reporting back to the Commission on this matter at the next meeting. <br /> <br />C. Joint City County Advisory Committee Fire/Rescue/EMS Study - Discussion Item <br /> <br />Mayor Goff reported on the request of the Joint City/County Advisory Comm ittee held on Wednesday, June <br />21, 2006, which he and Commissioner Doerner are the City's representatives. Seminole County is <br />proceeding with the Fire/Rescue/EMS Comprehensive System Assessment Study that will be looking at <br />consolidation and/or ways to enhance Fire/EMS services. The County is requesting participation from each <br />municipality to provide suggestions prior to the issuance of a Request for Proposal (RFP) for services of a <br />consultant to conduct the survey. There is no financial impact to the City, the County will fund the study <br />in its entirety. <br /> <br />Audience InDut: Phyllis Sheppard, 580 S. Triplet Lake Drive, Casselberry, Florida, spoke in opposition <br />to consolidation of any service with the County because of past experiences. In the past, the City had to pull <br />out of a First Response Agreement because the County did not reciprocate and the City was responding to <br />emergency calls in the County on an 8 - 1 ratio and the citizens of Casselberry deserved more for their tax <br />dollars. She suggested the Commission assess this issue very carefully. <br /> <br />MOTION: <br /> <br />Commissioner Susan Doerner moved that the City participate in the County <br />Fire/EMS Survey as proposed by the Joint City/County Advisory Committee. <br />Motion was seconded by Commissioner Colleen S. Hufford and carried on a <br />4 - 0 vote. <br />
