<br />City Commission Meeting <br />January 23, 2006 <br />Page 9 <br /> <br />In addition to increasing the classification schedule by 5% (as outlined in Section Nine (9) of Ordinance 06- <br />1175), also included in the ordinance is the following revisions to Section 26 of the City Code: <br /> <br />Increasing other license fees; Transfer fee - change to language in Florida statutes; <br />Replacement license fee - $10 <br />. Providing new criteria; Requiring a $250 fine for late payment and required civil action after <br />90 days; Zoning laws shall apply; Non-profit organizations must obtain a license with <br />evidence of their non-profit status. The fee is waived; A refund if license is issued in error; <br />Required a license for each business classification in a location. <br />Requiring that a Seminole County license shall be obtained. <br />Eliminating the requirement for stickers on vending machines. <br />Revising language; Changing date in Section 26-44 October I to September 30 (to remain <br />in the same fiscal year); Payment of delinquent tax prerequisite to renewal of license. <br /> <br />Staff Recommendation: Approve Ordinance 06-1175 with changes as stipulated. ce and the staff <br />recommends approval of Ordinance 06-1175 on first reading and schedule public hearing for February 13, <br />2006. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to <br />approve Ordinance 06-1175, Occupational License Fee <br />Change, with revisions as stipnlated by staff. The <br />motion was seconded by Commissioner Linda Hart <br />and carried unanimonsly by voice vote. (5 - 0) <br /> <br />E. First Reading of Ordinance 06- 1176 - Code Enforcement Liens <br /> <br />The City Clerk read Ordinance 06-1176 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />ORDINANCE NO. 05-1157 AND CHAPTER 2, ADMINISTRATION, ARTICLE IV, <br />DIVISION 2, CODE ENFORCEMENT BOARD, BY PROVIDING CHANGES IN <br />ORDINANCE 05-1157 AND CHAPTER 2 TO CLARIFY CERTAIN ASPECTS OF <br />THE PROPER ADMINISTRATION OF PROCEEDINGS WHEN THE CODE <br />ENFORCEMENT BOARD MAKES RECOMMENDATIONS REGARDING THE <br />REDUCTION OR FORGIVENESS OF LIENS WHEN SUCH ACTIONS COME <br />BEFORE THE CITY COMMISSION; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Ordinance 06-1176 amends Ordinance 05-1157 which allows for the administration of <br />requests for reductions or forgiveness of code enforcement liens. The change authorizes that <br />recommendations made by the Code Enforcement Board for such reductions or forgiveness go before the <br />City Commission at a future meeting, rather than the next meeting. The language of the ordinance also <br />strengthens the intent to limit the testimony to the written transcripts rather than allowing verbal testimony, <br />and extends the time period for payment from thirty (30) days to a maximum of sixty (60) days. <br />
