<br />City Commission Meeting <br />January 23, 2006 <br />Page 3 <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve <br />Ordinance 06-1173, Parks Impact Fees, as presented. <br />The motion was seconded by Commissioner Colleen S. <br />Hufford and carried unanimously by voice vote. (5 - 0) <br /> <br />B. Resolution 06-1642 - Development Review Fees <br /> <br />The City Clerk read Resolution 06-1642 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, REPEALING <br />RESOLUTION NOS. 94-869 AND 05-1574, AND REPLACING THEM WITH THIS <br />RESOLUTION, TO REQUIRE APPLICANTS TO REIMBURSE THE CITY FOR <br />CITY ATTORNEY COSTS FOR REVIEW OF SPECIFIC MATERIAL: TO <br />REQUIRE APPLICANTS TO REIMBURSE THE CITY FOR ADVERTISING <br />COSTS WHEN NOTIFICATION IS REQUIRED: TO ADD ADDITIONAL FEES <br />FOR SERVICES THAT ARE PROVIDED BY STAFF THAT CURRENTLY ARE <br />NOT DESIGNATED BY RESOLUTION; TO ADJUST FEES TO BECOME <br />COMPARABLE TO JURISDICTIONS WITHIN SEMINOLE COUNTY: <br />PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE." <br /> <br />Lel!al Advertisement: Advertised on January 12, 2006 in the Orlando Sentinel. <br /> <br />Staff Presentation: Resolution 06-1642 and the proposed fee schedule (Exhibit A) replaces Resolution 94- <br />869 and subsequent resolutions that provided fees for development review. The new development fee <br />schedule was developed based on an analysis (Exhibit B) of fees charged in other jurisdictions within <br />Seminole County and a determination of services rendered by staff to the public that are currently charged <br />fees. Exhibit C demonstrates the current fees, the proposed fees and the total charges for each fee structure. <br />The resolution requires that City Attorneys' fees are to be paid by the applicant. Cost of transcripts are also <br />charged to the applicant for appeals. <br /> <br />Staff Recommendation: Approve Resolution 06-1642 <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to <br />approve Resolution 06-1642, Development Review <br />Fees, as presented. The motion was seconded by <br />Commissioner Linda Hart. <br /> <br />Discussion: <br /> <br />. Mayor Goff asked staff for an estimated figure of what the additional fees collected would yield in <br />an average year. Mr. Wells stated that fees generated under the new fee structure is approximated <br />to increase from $8,000 to $16,000 annually. <br /> <br />Commissioner Cook requested a foot note be added to indicate that the fees did not apply to <br />residential, but pertained only to residential lots within Planned Use Developments. <br />
