<br />City Commission Meeting <br />January 23, 2006 <br />Page 13 <br /> <br />The City Clerk read Resolution 06-1645 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY FLORIDA, REPEALING <br />RESOLUTION 05-1575 REGARDING PUBLIC MEETING POLICIES AND PROCEDURES <br />AND SUBSTITUTING THIS RESOLUTION TO ADD ROTATIONAL VOTING: <br />PROVIDING FOR CONFLICTS AND AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 06-1645 is being presented at the request of the Commission at their <br />meeting of January 9, 2006. The City Manager stated that he and the City Attorney had research the matter <br />and Resolution 06-1645 would adopt a procedure that is used by neighboring community of Longwood and <br />is presented as a common procedure as a means of equitable and fair voting. <br /> <br />Staff Recommendation: Approve Resolution 06-1645. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve <br />Resolution 06-1645, Addition of Rotational Voting to <br />Meeting Procedures, as presented. The motion was <br />seconded by Commissioner Colleen Hufford. <br /> <br />Mayor Goff stated that he would be voting in opposition to Resolution 06-1645, that the current policy has <br />worked over the past ten years and he saw no reason for this item to be on the Agenda. He stated as <br />Chairman he should have the prerogative to be the last vote in case of a tie. <br /> <br />Commissioner Doerner stated that the Mayor deviated from the past process and he did not have the authority <br />to request an item be pulled from the Agenda before it is discussed. She stated that she had served with Mayor <br />Pronovost and she had not objections to the policy under his tenure, but she requested this item be brought <br />forward because the manner and demeanor used by Mayor Goff in conducted meetings greatly contrasted to <br />that of Mayor Pronovost. There should be a sense of equity in the rotation of polling the vote and the policy <br />need to be repealed and she supported Resolution 06-1645. <br /> <br />Commissioner Hart stated that she did not see the relevance to changing the policy; decisions should not be <br />made based on where you sit or when you vote. She makes her decisions based on the issue, not on the way <br />other Commissioner vote. The rotational voting procedure should be based on the Commission Seat and that <br />has been the policy over the years. <br /> <br />Commissioner Cook stated that she also served with Mayor Pronovost and the difference in Mayor had not <br />influence on her vote. <br /> <br />Commissioner Hufford said she supported the change; that unfortunately the Commission was in a new <br />regime and the Commissioners need to accept the responsibility of being the first one polled to vote. <br />
