The motion was seconded by <br />Commissioner Colleen S. Hufford and carried unanimously by <br />voice vote. (5 - 0) <br /> <br />10. Old Business <br /> <br />A. Request to Amend Senior Citizell Multi-Purpose Center Advisorv Board Bv-Laws <br /> <br />Mr. Stampfler stated that the Commission reviewed this issue approximately a year ago with the <br />recommendation that Ilon-residelltscould serve Oil the Board with no vote. Staff recommendation at this time <br />is for no challge to the by-laws and he agreed that the recommendatioll was appropriate. He stated that the <br />Commission's fiduciary responsibility lies with the residents of the City who are subsidizing the Center with <br />their tax dollars and decisions by an advisory board on day-to-day operatiolls of the Cellter should come <br />from residents. <br /> <br />Audience Participation: <br /> <br />1) William Clark, 2017 Kewallnee Trail, member of the Senior Citizens Multi-Purpose Cellter <br />Advisory Board and past volullteer for several other City boards over the past years. He spoke ill <br />oppositioll to the current ruling of the Advisory Board By-Laws and asked the Commission to <br />revert back to the 2003 By-laws which allowed County residents represelltatioll alld a vote on the <br />Advisory Board. <br /> <br />2) Ms. Valerie Barber-Simpson, 919 Laura Street, spoke ill oppositioll to the change in the by-laws <br />
