<br />City Commission Meeting & Agenda Policies <br />Adopted March 7, 1994 <br />Page Two of Two <br /> <br />Persons introducing items which are lengthy in content and/or technical in nature (containing many detailed points) shall <br />be encouraged to submit such issues or items in writing the City Clerk. for dissemination to the Commission according <br />to normal distribution policies and rules. Such submission shall include the name and address of the submitting person. <br /> <br />On occasion, it may be preferable for persons in the audience to present additional information and/or questions <br />regarding an item on the regular agenda at the time the particular item is being presented, rather than during the <br />Audience Participation portion ofthe agenda. Persons desiring to address the Commission for this purpose during the <br />agenda item(s) are required to identify themselves during Audience Participation. (or in written or facsimile form prior <br />to the meeting, presented to the City Clerk or Chairperson), and to state the agenda item(s) they wish to address during <br />the regular agenda. The chairperson will make note of these requests for inclusion during the regular agenda. and will <br />call those indMduals who express this desire at the beginning of the discussion on the individual item on the agenda. <br />following input and/or presentationes) by staff and affected parties. <br /> <br />D). Public Meetinas. Public meetings are held to conduct City business in the view of the Public. The public's right <br />to be present at the public meeting does not give the public the right to interfere with the decision making process. <br />disrupt the meeting, or to act as more than spectators. Public inout and oarticioation is encouraged during the Audience <br />ParticiDation portion of the agenda. <br /> <br />3. Decorum. <br /> <br />While the Commission is in session, City Commission members and others in attendance shall not, by conversation or <br />otherwise. delay or interrupt the proceedings nor the peace of the Commission and shall obey all orders of the <br />Commission or its presiding officer. The presiding officer shall preserve strict order and decorum at all meetings. <br /> <br />Upon request, any Commission member desiring to speak shall address the chair and. upon recognition by the presiding <br />officer, shall confine himself to the question under discussion and shall avoid all personalities and discourteous <br />language. Any Commission member desiring to question the Administrative Staff shall address his question to the City <br />Manager who shall be entitled either to answer the inquiries himself or designate one or more members of the Staff for <br />that purpose. <br /> <br />Once recognized, a Commission member shall not be interrupted while speaking unless called to order by the presiding <br />officer. unless a point of order is raised by another member or unless the speaker chooses to yield to questions from <br />another member. All members of the Commission shall accord the utmost courtesy to each other, to City employees, <br />and to public members appearing before the Commission and shall refrain at all times from rude and derogatory <br />remarks. reflections as to integrity, abusive comments. and statements as to motives and personalities. Members of <br />the Administrative Staff, employees of the City. and embers of the audience shall observe the same rules of procedure <br />and decorum applicable to the members of the Commission. While the presiding officer shall have the authority to <br />preserve decorum in meetings, the City Manager also shall be responsible for (and take such disciplinary action as may <br />be necessary) to insure the orderly conduct and decorum of all city employees under his direction and control. <br /> <br />The above Meeting & Agenda Policies were adopted by the City Commission through Resolution 94-822 on March 7, 1994. <br />
