<br />RESOLUTION 94 - 822 <br /> <br />itA RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING PROCEDURES AND GUIDELINES PERTAINING TO CITY <br />COMMISSION MEETINGS; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />WHEREAS, it is the desire of the City Commission to receive public input in an orderly <br />and efficient fashion in City Commission meetings; and <br /> <br />WHEREAS, it is the consensus of the City Commission that adoption of a set of <br />procedures pertaining to City Commission meetings provides a clear expression of the <br />Commission's intent for uniformity and consistency, as well as flexibility on such matters; and <br /> <br />WHEREAS, it is deemed necessary that the Commission effect its prerogatives and <br />consideration of public input in a way that is businesslike and noncontroversial, while affording <br />proper dignity and rights to all people and issues; and <br /> <br />WHEREAS, the Mayor, who is also a member of the Commission, and is designated <br />by Charter and Code as presiding officer of City Commission meetings, is desirous of a <br />harmonious procedure for conduct of meetings; and <br /> <br />WHEREAS, by adoption of such procedures the City Commission believes the <br />procedures to be properly implemented in the best interest of the City. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION <br />OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLWWS: <br /> <br />SECTION I. The procedures and guidelines hereinafter referred to as Attachment "A" <br />be and they are accepted and adopted by the City Commission. <br /> <br />SECTION ll. Conflicts. All Resolutions or parts of Resolutions in conflict with any <br />of the provisions of this Resolution are hereby repealed. <br /> <br />SECTION ID. Severabilitv. If any Section or portion of a Section of this Resolution <br />proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair <br />the validity, force, or effect of any other Section or part of this Resolution. <br /> <br />SECTION IV. Effective Date.
