The following invoices and/or contracts are presented for Commission <br />consideration: <br /> <br />Stenstrom, McIntosh, Colbert, Whigham, Reischmann & Partlow - $24,713.90 <br />City Attorney Services for September 2005 <br />Brown, Garganese, Weiss & D' Agresta -$ 870.14 <br />Attorney Adult Entertainment August 2005 <br />Don Wood, Sole Source Purchase - $9,891.00 <br />Fuel Storage Tank Deficiencies <br />Award of State Contract #070-840-04-1 - $28,468.00 <br />Two (2) Harley-Davidson Motorcycles <br />Southeastern Surveying & Mapping Corp. - $8,490.00 <br />Sole Source - U.S. 17-92 Fern Park CRA Survey <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hartto approve the Special Invoice and Minor <br />Contracts Report as submitted. The motion was seconded by Commissioner <br />Colleen S. Hufford and carried unanimously by voice vote. (5 - 0) <br /> <br />B. Information Regarding the Current Status of Animal Control - Police Department <br /> <br />Staff Presentation: <br /> <br />Deputy Chief Jim Ruf stated that this issue was considered by the Commission previously and the decision <br />was to keep animal control at full staffing. Currently, due to the retirement of the Casselberry Animal <br />Control Supervisor, and the resignation of the Senior Animal Control Officer, the Police Department <br />anticipates having a difficult time in trying to hire two fully qualified and eligible individuals to fill the <br />vacated positions. Because of the retirement and the resignation of these two positions, the City has lost in <br />excess of forty (40) years of experience and this amount of experience cannot easily be replaced. <br /> <br />The Senior Animal Control Officer is no longer interested in maintaining her current position or being <br />considered for the vacant Animal Control Supervisor position. As a result of the current situation, a <br />probationary employee, with only four ( 4) months in the position will be reassigned to work Monday through <br />Friday from 8:00 a.m. to 5:00 p.m. It will be necessary to utilize the services ofthe Seminole County Animal <br />Control to assist in the handling of animal-related calls for service within the City of Casselberry. <br /> <br />Given the current circumstances, the following options were presented for Commission consideration: <br /> <br />Option I. <br /> <br />Attempt to fill the vacant positions and when filled, resume full animal control services. <br />However, it is important to not that there will be an extended learning period for these two <br />individuals. Ms. Heflin, with only four( 4) months experience, understandably will not have <br />the ability, knowledge or experience to train two new employees. Instead, the Police <br />Department's Administrative Lieutenant will train and teach both newly-hired Animal <br />Control employees regarding City and Department policies and procedures. <br />
