The following invoices and/or contracts are presented for Commission consideration: Stenstrom, McIntosh, Colbert, Whigham, Reischmann & Partlow - $24,713.90 City Attorney Services for September 2005 Brown, Garganese, Weiss & D' Agresta -$ 870.14 Attorney Adult Entertainment August 2005 Don Wood, Sole Source Purchase - $9,891.00 Fuel Storage Tank Deficiencies Award of State Contract #070-840-04-1 - $28,468.00 Two (2) Harley-Davidson Motorcycles Southeastern Surveying & Mapping Corp. - $8,490.00 Sole Source - U.S. 17-92 Fern Park CRA Survey MOTION: Moved by Commissioner Linda Hartto approve the Special Invoice and Minor Contracts Report as submitted. The motion was seconded by Commissioner Colleen S. Hufford and carried unanimously by voice vote. (5 - 0) B. Information Regarding the Current Status of Animal Control - Police Department Staff Presentation: Deputy Chief Jim Ruf stated that this issue was considered by the Commission previously and the decision was to keep animal control at full staffing. Currently, due to the retirement of the Casselberry Animal Control Supervisor, and the resignation of the Senior Animal Control Officer, the Police Department anticipates having a difficult time in trying to hire two fully qualified and eligible individuals to fill the vacated positions. Because of the retirement and the resignation of these two positions, the City has lost in excess of forty (40) years of experience and this amount of experience cannot easily be replaced. The Senior Animal Control Officer is no longer interested in maintaining her current position or being considered for the vacant Animal Control Supervisor position. As a result of the current situation, a probationary employee, with only four ( 4) months in the position will be reassigned to work Monday through Friday from 8:00 a.m. to 5:00 p.m. It will be necessary to utilize the services ofthe Seminole County Animal Control to assist in the handling of animal-related calls for service within the City of Casselberry. Given the current circumstances, the following options were presented for Commission consideration: Option I. Attempt to fill the vacant positions and when filled, resume full animal control services. However, it is important to not that there will be an extended learning period for these two individuals. Ms. Heflin, with only four( 4) months experience, understandably will not have the ability, knowledge or experience to train two new employees. Instead, the Police Department's Administrative Lieutenant will train and teach both newly-hired Animal Control employees regarding City and Department policies and procedures.
