Why doesn't he have a mike? Okay. We didn't expect you to sit over in the <br />36 corner. That's probably it. Would you; you need to sit at the table in order to look at your notes? <br />37 JOHN STAINBACK: Yes, sir. That would be nice. Yes. <br />38 MAYOR GOFF: Okay. If you'll turn that microphone and bring it a little closer, we'd appreciate it. <br />39 JOHN STAINBACK: Alright. Does that help? <br />40 MAYOR GOFF: Ah. That does wonders. Its all your's, <br />41 JOHN STAINBACK: We have, SPPRE has performed a very comprehensive analysis of the Unicorp <br />42 proforma as well as our own total development budget for both the City Center project as well as the Civic <br />43 Center building, and it appears that there's; one of the conclusions is it appears that Unicorp could possibly <br />44 increase their proposed purchase price, which is the good news. The bad news tonight, or not the bad news, <br />45 but the, but the overwhelming conclusion is that there's more questions ofUnicorp than there are answers <br />46 at this point and we have strongly advised the City to not use tonight's workshop as a forum to discuss those <br />47 points, but for SPPRE to meet with Unicorp in a face-to-face meeting and work out all the issues and get <br />48 clarification from Unicorp, as well as more detailed input. So, we, we really feel thatthat's the proper forum <br />49 for that and that's our conclusion. <br />50 MAYOR GOFF: Okay. Excuse me, but I thought when we hired you, your purpose was to evaluate, not <br />51 Unicorp; well, Unicorp's proposal, yes; but also to come back with a generalized discussion of the area and <br />52 the growth potential, possible funding methods outside of, of participating as a silent minority partnership <br />53 with, you know, with a public business. You know, I thought, I thought you were going to get us more into <br />54 the other ways that we could fund the civic center. <br />55 JOHN STAINBACK: We, we have done that and we have not only evaluated Unicorp's proposal, like you <br />56 requested, but we have also developed our proforma with our own assumptions and have identified that there <br />57 is a shortfall in the, between the land purchase price and the cost of the civic center building, and we have <br />58 developed a couple of alternative options for you to consider, but we feel like these decisions and analysis <br />
