Wells, AICP <br />Community Development Director <br />City of Casselberry <br />95 Triplet Lake Drive <br />Casselberry, Florida 32707 <br /> <br />ORDINANCE No. 05·1156 <br /> <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING PART III, <br />UNIFIED LAND DEVELOPMENT REGULATIONS, TO ESTABLISH THE "COMMUNITY <br />REDEVELOPMENT DISTRICT OVERLAY"; AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL FUTURE LAND USE MAP AS ESTABLISHED IN ARTICLE <br />IV, SECTION 2-4.2, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING <br />THE FUTURE LAND USE CLASSIFICATION OF CRD (COMMUNITY <br />REDEVELOPMENT DISTRICT) FOR THAT AREA DESCRIBED IN SECTION II OF <br />THIS ORDINANCE; PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS, <br />AND EFFECTIVE DATE. <br /> <br />WHEREAS, The City Commission of the City of Casselberry, Florida has previously adopted <br />Resolution No. 95-889, finding the existence of certain slum or blighted areas within the boundary of the <br />Casselberry Community Redevelopment District ("Exhibit A"), determining that the rehabilitation, <br />conservation or redevelopment, or a combination thereof, of the Community Redevelopment District by a <br />redevelopment agency is necessary in the best interests of the public health, safety, morals, or welfare of <br />the citizens of the City of Casselberry; and <br /> <br />WHEREAS, by Resolution No. 95-935, adopted by the City Commission on December 11,1995, <br />the City Commission adopted a community redevelopment plan for the Community Redevelopment District <br />as fully described in that Resolution; and <br /> <br />WHEREAS, Ordinance No. 03-1106 was adopted by the City Commission on December 8,2003, <br />establishing the Community Redevelopment District-Urban Design Standards (CRD-UDS) zoning overlay <br />classification, which included the CRD Urban Design Standards, commissioned by the firm of Meyer <br />Bongirno, et al (MSi), to describe and detail how both public and private facilities, structures and buildings <br />should be designed in order to optimize the appearance of the Community Redevelopment District; and <br /> <br />WHEREAS, the Community Redevelopment District provides a critical first impression of the City <br />to its residents who traverse the entryways routinely, as well as those who are considering moving into the <br />City or considering making economic investment in the City; and <br /> <br />City of Casselberry, Florida <br />Ordinance No. 05-1156 <br />Page 1 of 4 <br />
