<br />SECTION 1: GENERAL <br /> <br />5) Foreword <br /> <br />On February 28, 2003, President George Bush issued Homeland Security <br />Presidential Directive (HSPD)-5, Management of Domestic Incidents. In <br />that directive, the President directed the Secretary of Homeland Security to <br />develop, submit for review to the Homeland Security Council, and <br />administer a National Incident Management System (NIMS). This system is <br />intended to provide a consistent nationwide approach for federal, state, <br />local, and tribal governments to work effectively and efficiently together to <br />prepare for, prevent, respond to, and recover from domestic incidents, <br />regardless of cause, size, or complexity. <br /> <br />The NIMS enhances the management of domestic incidents, both natural <br />and man-made, by establishing a single, comprehensive system for <br />incident management and will help achieve greater cooperation among <br />departments, municipalities, regional partners and agencies at all levels of <br />government. Implementing the NIMS strengthens each department's <br />capability and resolve to fulfill its responsibilities in times of emergency. <br /> <br />The following NIMS Implementation Plan will help ensure the county has <br />fully incorporated the NIMS into our emergency response plans, <br />procedures, and policies. This plan also provides guidance for all <br />Departments to ensure that all personnel are appropriately trained in the <br />NIMS and prepared to effectively and efficiently execute the department's <br />duties under the National Response Plan (NRP) at all times. <br /> <br />6) Purpose <br /> <br />This document establishes the Seminole County NIMS Implementation Plan <br />in order to ensure compliance with Homeland Security Presidential <br />Directive 5 (HSPD-5), Management of Domestic Incidents. HSPD-5 <br />requires all federal, state, and local agencies and jurisdictions to adopt the <br />NIMS and employ NIMS/ICS in the management, prevention, <br />preparedness, response, recovery, and mitigation activities of all natural <br />and man-made disasters. This plan outlines training requirements and <br />illustrates the intended methods for incorporation of the NIMS into plans, <br />procedures, policies and training programs. <br /> <br />20 <br />
