FIRST READING OF ORDINANCE 05-1171 - AMENDING CHAPTER 86 - <br />UTILITIES - MANDATORY SEWER CONNECTION AND REDUCED <br />CONNECTION FEE <br /> <br />The City Clerk read Ordinance 05-1171 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />ARTICLE II, SEWERS, SECTION 86-3l(C)PRlV ATE SEW AGE DISPOSAL SYSTEMS, <br />AND SECTION 86-68(D) BENEFIT FEE AND CONNECTION CHARGE OF THE CITY <br />CASSELBERRY CODE OF ORDINANCES SPECIFYING REQUIREMENTS FOR <br />MANDATORY CONNECTION TO SANITARY SEWER AND PROVIDING A <br />REDUCED CONNECTION CHARGE FOR ALL SINGLE F AMIL Y RESIDENCES ON <br />PRIVATE SEWAGE TREATMENT AND DISPOSAL SYSTEMS FOR A ONE-YEAR <br />PERIOD; PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS AND <br />EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Goucher stated Ordinance 05-1171 provides for mandatory connection to the <br />sanitary sewer system within one year of its becoming available. The ordinance also revises the "septic tank <br />exception" to apply only to single family properties, and provides for a reduced connection charge of <br />$450.00. Staff recommended approval of Ordinance 05-1171 on first reading. <br /> <br />Audience Participatian: One (I) audience comment request form was received for this item. The following <br />individual came forward: <br /> <br />I) John Casselberry, 700 South Lost Lake Lane, spoke in opposition of Ordinance 05-1171. <br /> <br />MOTION: <br /> <br />Cammissianer Huffard moved ta apprave Ordinance <br />05-1171 on first reading as presented. Motion was <br />secanded by Cammissioner Daerner. Mation carried <br />unanimously by vaice vate. <br /> <br />Public Hearing Date: The second reading and public hearing relevant to Ordinance 05-1171 has been <br />tentatively scheduled for September 26, 2005. <br /> <br />E. APPROVAL OF FINAL PLAT SP 04-04 - LISA MERLIN HOUSE - 88 & 100 <br />PLUMOSA AVENUE <br /> <br />Staff Presentation: Mr. Wells stated the final plat is a replat of two separate parcels into one, which will <br />be used for the Lisa Merlin House group home. The two separate parcels were previously developed with <br />a single-family residence on each parcel. The larger of the two was demolished on July 27,2005 to make <br />way for a new larger residence to be utilized as a group home. The Planning & Zoning Commission <br />recommended approval of the final plat on August 10, 2005. The City Attorney has reviewed and approved <br />the final plat and title opinion. The City Attorney has requested that the Joinder and Consent be recorded <br />at the same time as the final plat. The City Surveyor has reviewed and approved the plat in accordance with <br />
