<br />EXHIBIT "A" <br /> <br />BOARD APPOINTMENT PROCEDURES <br /> <br />1 . Board openings will be advertised on the City's web site for at least 30 days <br />prior to end of the calendar year. The City Clerk will also send out letters to sitting Board <br />members whose terms have expired requesting that they submit applications if they desire <br />reappointment. If the City Clerk has received applications during the year from interested <br />persons, the City Clerk shall also send out letters to those persons notifying them of the <br />upcoming appointment process. <br /> <br />2. In order to express interest in appointment to a City Board, an applicant is <br />required to file an application with the City Clerk at least one week prior to a City <br />Commission meeting where appointments are to be made. The bulk of the appointments <br />are generally made at the second City Commission meeting in January. <br /> <br />3. It is essential that a complete application be submitted in order for the <br />applicant to be considered for appointment to any Board. The applicant will be requested <br />to list, in order of preference, three City Boards the applicant would like to join, if the <br />applicant is interested in more than one Board. <br /> <br />4. The City Clerk will review the applications to determine that the applicants <br />meet the eligibility requirements for Board membership. Applicants will be subject to a <br />background check. The City Manager and City Clerk will determine internally if there is a <br />reason to challenge an applicant's qualifications based on the background check <br />information. If it is determined that an applicant has provided misleading or incorrect <br />information on an application, the applicant will be disqualified by the City Manager. <br /> <br />5. Selection Process. <br /> <br />a. From a list of available candidates having submitted applications for a <br />particular board or committee, each City Commissioner in attendance <br />will select individuals equal to the number of vacancies (one vote <br />each, each vote being equal). Discussion will occur prior to the vote. <br /> <br />b. Votes on reappointments will be completed first. Incumbents' <br />attendance records shall be reviewed. Open positions on the same <br />board with different terms will be voted on separately, and voting will <br />occur in order of longest to shortest terms. Voting for alternates will <br />occur last. <br /> <br />c. Voting shall take place in the following order: 1) Planning and Zoning <br />Board; 2) Board of Adjustment; 3) Code Enforcement Board, and then <br />the rest of the Boards in the order set by the Commission. <br /> <br />d. A tally of the votes by Commissioners is taken, and, in order of the <br />
