ORDINANCE NO. 695 AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO THE COLLECTION OF SOLID WASTE AND RECYCLABLE MATERIALS; PROVIDING FOR MANDATORY COLLECTION; PROHIBITING THE REMOVAL OF RECYCLABLE MATERIALS FROM CONTAINERS; PROVIDING FOR A SOLID WASTE RATE RESOLUTION; PROVIDING FOR ENFORCEMENT AND PENALTY PROVISIONS; AMENDING SECTIONS 93.05, 93.07 and 93.08 OF THE CODE OF ORDINANCES; CREATING A NEW SECTION 93.12; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. WHEREAS, the City of Casselberry finds it in the public interest to ensure that all areas within its limits are provided with high quality collection of solid waste and recyclable materials; WHEREAS, the City of Casselberry finds it in the pUblic interest to insure compliance with county and state regulations to protect the environment and air and water quality by prudent use of limited resources; WHEREAS, the Solid Waste Management Act of 1989 mandates participation in recycling for counties and municipalities; WHEREAS, the City of Casselberry finds it in the public interest to establish a recycling program and to provide for the success of such program by establishing regulation for its imple- mentation; and WHEREAS, in order for the collection of solid waste and recyclable materials to be accomplished in an economical and safe manner, the collection shall be made exclusively by the City or its franchisee;
