Cellular telephones are intended to augment City field operations in an
effort to provide an expanded, more rapid and flexible communications
capability. Their primary use is to conduct City business, and allow
direct access to employees who provide services to the City twenty four
hours a day, seven days a week.
2. Cellular telephones are essential tools in the emergency management
procedures of the City and provide a backup to the Seminole County
radio system should it fail and not be available. As such, cellular
telechones are intended for City use.
3. Cellular telephones are not to be used as a substitute for other more
appropriate communications within a given situation. Employees are
encouraged to use wired telephones whenever practical.
4. Cellular telephones are assigned upon approval of the City Manager to
those employees he has determined to have a legitimate need.
5. Department heads are responsible for monitoring and reviewing cellular
phone billings of their staff on a monthly basis to ensure proper
employee usage and cost-effectiveness.
6. Employees must review and verify their cellular phone usage on the
billing documents whenever usage exceeds minutes allowed within the
basic calling plan.

B. Employee Expense Reimbursement Process

1. The City's calling plan currently allows for 500 minutes (weekdays from
7:00 a.m. till 9:00 p.m.); 2000 nights and weekend minutes (weekdays
from 9:00 p.m. till 7:00 a.m., weekends - all day); 2500 minutes direct
connect radio; caller ID; voice mail. All calls within Florida are considered
local under the plan. All calls outside the State are considered long
distance.
2. Reimbursement shall be as follows:
a. Employees shall pay $ .15 a minute for all calls over the basic
calling plan.
b. Employees shall pay for all long distance calls unless business
related.
c. If upon review of existing monthly bills it is determined that a higher
tiered calling plan is necessary for the user, the employee shall pay
the difference between the City's basic calling plan and the next
