<br />City of Casselberry <br />95 Triplet Lake Drive <br />Casselberry, FL 32707 <br /> <br />Cellular Telephone Policy <br /> <br />A. Cellular Telephones <br /> <br />1 . Cellular telephones are intended to augment City field operations in an <br />effort to provide an expanded, more rapid and flexible communications <br />capability. Their primary use is to conduct City business, and allow <br />direct access to employees who provide services to the City twenty four <br />hours a day, seven days a week. <br />2. Cellular telephones are essential tools in the emergency management <br />procedures of the City and provide a backup to the Seminole County <br />radio system should it fail and not be available. As such, cellular <br />telechones are intended for City use. <br />3. Cellular telephones are not to be used as a substitute for other more <br />appropriate communications within a given situation. Employees are <br />encouraged to use wired telephones whenever practical. <br />4. Cellular telephones are assigned upon approval of the City Manager to <br />those employees he has determined to have a legitimate need. <br />5. Department heads are responsible for monitoring and reviewing cellular <br />phone billings of their staff on a monthly basis to ensure proper <br />employee usage and cost-effectiveness. <br />6. Employees must review and verify their cellular phone usage on the <br />billing documents whenever usage exceeds minutes allowed within the <br />basic calling plan. <br /> <br />B. Employee Expense Reimbursement Process <br /> <br />1. The City's calling plan currently allows for 500 minutes (weekdays from <br />7:00 a.m. till 9:00 p.m.); 2000 nights and weekend minutes (weekdays <br />from 9:00 p.m. till 7:00 a.m., weekends - all day); 2500 minutes direct <br />connect radio; caller ID; voice mail. All calls within Florida are considered <br />local under the plan. All calls outside the State are considered long <br />distance. <br />2. Reimbursement shall be as follows: <br />a. Employees shall pay $ .15 a minute for all calls over the basic <br />calling plan. <br />b. Employees shall pay for all long distance calls unless business <br />related. <br />c. If upon review of existing monthly bills it is determined that a higher <br />tiered calling plan is necessary for the user, the employee shall pay <br />the difference between the City's basic calling plan and the next <br />
