be necessary and desirable for the public welfare and shall have the authority to adjust the boundary of any Service Area; provided, however, that any such rule or regulation shall be delivered to and receipted for by the Contractor. The City shall give the Contractor reasonable notice of any proposed change and an opportunity to be heard concerning those matters in front of the Contract Manager with an appeal to the Citv Commission. The method of collection and disposal of Solid Waste and Recyclables set out herein shall also be liberally construed to inClude, but not limited to, the manner, procedures, operations and obligations, financial or otherwise, of the Contractor. The Contractor shall be reasonably and appropriately compensated as determined by negotiation and Agreement between the City and the Contractor for any additional services or other obligations required of the Contractor due to any modification in the Agreement under this Section. 9. Contractors Obligation to Keep Competitive Rates. The Contractor will match any lower bid price the Contractor bids for comparable service to any government unit in Seminole or Orange Counties, during the period of this contract. First 12 Months of Service. During the first 12 months of service under this Contract, The City shall monthly pay the Contractor an amount equal to the charge per household shown in Exhibit I multiplied by the sum ofthe number 4
