<br />City Commission Meeting <br />May 23, 2005 <br />Page 6 <br /> <br />ALTERNATE MEMBERS TO CITY BOARDS, BY AMENDING PART II, <br />ARTICLE IV, OF THE CODE OF ORDINANCES, CODE ENFORCEMENT <br />CITATIONS, SECTION 2-148(A), MEMBERSHIP; COMPENSATION OF <br />MEMBERS; AND P ART III, UNIFIED LAND DEVELOPMENT <br />REGULATIONS, ARTICLE II, SECTION 1-2.6(C), PLANNING AND <br />ZONING COMMISSION DESIGNATED; AND SECTION 1-2.7(F)(I), <br />VARIANCES AND THE BOARD OF ADJUSTMENT; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERBILlTY AND AN EFFECTIVE <br />DATE." <br /> <br />Staff PresentationlRecommendation: <br /> <br />This ordinance allows the City Commission to appoint one qualified member to serve as an alternate <br />on the Planning and Zoning Commission, Board of Adjustment and the Code Enforcement Board. <br />The alternate is subject to all qualifications and restrictions as the regular board members. Mr. Wells <br />stated that the Commission may want to modifY the ordinance to require alternate members be <br />required to attend at least one meeting per quarter instead of every meeting. The Planning and Zoning <br />Commission recommended approval of Ordinance 05-1161 at their April 13, 2005 meeting (excludes <br />the Code Enforcement Board, which is established in a separate section of the City Code.) The <br />notice for Ordinance 05-1161 was advertised in the Orlando Sentinel on May 12,2005. <br /> <br />Public Input: <br /> <br />1) Alva Bowman, 286 Lake Griffin Circle, Casselberry, Florida, member of the Board of <br />Adjustment, spoke in opposition to Ordinance 05-1161. <br /> <br />2) Ed Matthews, 405 Misty Oaks Run, Casselberry, Florida, spoke in opposition to Ordinance <br />05-1161. <br /> <br />MOTION: Moved by Commissioner Linda Hart to approve Ordinance 05-1161, <br />Alternate Board Members, on first reading as presented. The motion was <br />seconded by Commissioner Susan Doerner. <br /> <br />Commissioner Doerner stated that the City had adopted rules regarding responsibility and attendance <br />for board members and alternates should not be necessary and she would be voting in opposition to <br />Ordinance 05-1161. <br /> <br />Commissioner Hufford stated that the use of alternate members was not a good process; that it <br />undermines the responsibility of board members and she would be voting in opposition to Ordinance <br />05-1161. <br />
