<br />Contract #S136213 <br /> <br />EXHIBIT "A" - STATEMENT OF WORK <br />CITY OF CASSELBERRY, FLORIDA <br />SEMINOLE COUNTY WATER SUPPLY PLAN DEVELOPMENT <br /> <br />I. IntroductionlBackl!round <br /> <br />Seminole County and surrounding areas are experiencing rapid development and population growth that <br />have led to increased demands on water resources and the related natural environment. The St. Johns <br />River Water Management District (District) predicts that within 20 years, traditional groundwater <br />supplies will not be adequate to provide for future demands in many areas of east-central Florida, and that <br />alternative sources will be required. <br /> <br />With sound planning, current and futnre residents of Seminole County can be ensured access to an <br />adequate and affordable supply of clean potable water, while at the same time avoiding harm to natnral <br />resources. It is the intent of Seminole County and the municipalities of Altamonte Springs, Casselberry, <br />Lake Mary, Longwood, Oviedo. Sanford and Winter Springs (Cooperators) to pursue sound water supply <br />planning, and to do whatever is reasonably possible to protect the quantity and quality of these valued <br />water resources for current and futnre generations. <br /> <br />The Cooperators have taken a proactive approach towards dealing with their water supply future. They <br />have formed a coalition, in cooperation with the District to prepare a Seminole County Water Supply Plan <br />(Plan). The Plan will summarize existing and projected public water supply demands and identify <br />preferred alternatives for ensuring that future demands are met while preserving and protecting <br />environmental resources. A Consultant will be hired to prepare the Plan and coordinate with the <br />Cooperators. <br /> <br />The City of Casselberry (City) has agreed to assign one of its staff as the Project Coordinator for the <br />Consultant contract. The District will provide funding to the City to hire a Consultant to prepare the Plan. <br />The Consultant will provide services related but not limited to project management, long-range land use <br />and utility service projections, water resource management and planning, public presentation and <br />reporting. The scope and schedule of these services will be conducted according to a formal service <br />contract, under the direction of an Executive Advisory Committee consisting of some or all of the <br />Cooperators and as administered by the City. All work will be performed in close coordination with a <br />Technical Advisory Committee, which includes District and other agency representatives. <br /> <br />II. Obiectives <br /> <br />The project will result in the preparation of a Plan designed to achieve the following objectives: <br /> <br />. Estimate the total amount of ground water that can be withdrawn in Seminole County from the <br />Floridan Aquifer without causing harm to the water resources (sometimes referred to as the <br />"sustainable yield") <br />· Maximize the reasonable-beneficial use of water resources in Seminole County <br />. A void unacceptable environmental impacts <br />· Identify cost-effective water supply options that the local governments in Seminole County might <br />develop either individually or collectively or with other local governments outside of Seminole <br />County <br />· Identify new sources in Seminole County that will not compete or conflict with any existing local <br />government user in Seminole County <br /> <br />Page 10 of 14 <br />
