Upon approval by the City Commission, the applicant shall provide City staff with a check <br />made payable to the Clerk of the Circuit Court in the amount of $397 .50 for recording fees <br />ofthe executed mylars, and another information required as part of compliance with Chapter <br />177 of the Florida Statutes. <br />3. The final plat shall not be recorded until the Casselberry Public Works Department has <br />issued a Certificate of Completion for infrastructure improvements for the subdivision. <br /> <br />Mr. Wells stated all three conditions have been met and recommended approval ofSP 04-01. <br /> <br />Audience Participation: No audience comment request forms were received for this item. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to approve SP 04-01, <br />final plat of Antigua Bay, as presented. Motion was <br />seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote. <br /> <br />C. APPROVAL OF MASTER SITE PLAN REVISION SPR 04-11 - SITE PLAN <br />AGREEMENT AND FINAL PLAT SP 04-63- 07- CASSELBERRY EXCHANGE <br /> <br />Staff Presentation: It was noted the agenda incorrectly referenced the final plat for Casselberry Exchange <br />as SP 04-03 and was corrected to SP 04-07. Mr. Wells stated SPR 04-11 provides for a requested <br />modification to the master plan for the Casselberry Exchange shopping center to include the additional <br />properties of the vacant Service Merchandise and an undeveloped parcel adjacent to Denny's. The <br />modification will allow the shopping center to meet the City's minimum pervious area, open space and <br />parking requirements which were exceeded when the Petco store was added to the shopping center. The <br />aggregation of these properties resulted in the need to develop a final plat; said plat being SP 04-07. The <br />Planning & Zoning Commission reviewed and recommended approval of SPR 04-11 on December 8, 2004 <br />subject to the following conditions: <br /> <br />1. The site plan will be revised to address staffs comments. (The site plan dated January 27, <br />2005 incorporated the requested revisions.) <br /> <br />2. The zoning designations of Lots 4 and 5 shall be changed to Planned Mixed Use - High <br />Intensity (PMX-H) to be compatible with the HINR-MDR Future Land Use designation <br />prior to development ofthe properties. (This requirement has been acknowledged within <br />the site plan agreement.) <br /> <br />3. A 38' wide access route between the site and Oxford Road is required. (This requirement <br />was acknowledged within the site plan agreement.) <br /> <br />The replat has been revised and has been approved by the City Attorney and the City Surveyor. A site plan <br />agreement has been provided to acknowledge certain responsibilities of the developer. The graphics <br />planlsignage criteria agreement has been revised to accommodate the enlargement of the site and the <br />additional outparcels. A code enforcement lien has been paid to clear the title to the property. Staff <br />recommended approval of revised master site plan SPR 04-11 and final plat SP 04-07 subject to the following <br />conditions: <br />
