AL TERNA TlVE METHODS TO BOARD APPOINTMENTS REVIEW AND <br />DISCUSSION <br /> <br />Staff Presentation: This item was added via action taken on page 2 of these minutes and pursuant to <br />direction given at the January 24,2005 City Commission meeting. Mr. Clifton distributed a draft document <br />of alternative committee and board appointment procedures to the City Commission and gave a brief <br />overview of the different methods. Mr. Clifton recommended the City Commission formally adopt the <br />method it chooses to avoid future confusion on the matter. <br /> <br />Audience Participation: No audience comment request forms were received for this item. <br /> <br />Commission Discussion: Mayor Goff stated the discussion of the merits of applicants prior to voting should <br />be added to the selection process. Commissioner Hufford recommended that incomplete applications not <br />be considered. Mayor Goff was in favor of having alternate members to help alleviate quorum issues. <br />Commissioner Hufford and Commissioner Doerner voiced concerns with the weighted vote method utilized <br />at the January 24,2005 City Commission meeting. Commissioner Cook stated she felt the method utilized <br />on January 24, 2005 was a more fair process than any others previously used during her service on the <br />Commission. Commissioner Doerner recommended continuing the discussion to the next City Commission <br />meeting in order for Vice Mayor Hart to participate. Commission consensus was to continue Alternative <br />Methods to Board Appointments Review and Discussion and the Board of Adjustment Appointments <br />to the next regular City Commission meeting scheduled for February 28, 2005. <br /> <br />VIII. NEW BUSINESS <br /> <br />A. SPECIAL INVOICE AND MINOR CONTRACTS/AMENDMENTS <br />AUTHORIZATION REPORT <br /> <br />Pursuant to Resolution 650, Section Three, invoice information regarding consulting fees for contracts <br />underway, attorney fees, or final payments on construction invoice amounts or projects in excess of$25,000 <br />are to be presented to the Commission prior to payment. Also, policy adopted April 17, 1995 by the City <br />Commission allows Minor Contracts/Amendments to be presented as part of this report.
