EXHIBIT "An DELEGATION AND DUTIES OF THE LAKES MANAGEMENT ADVISORY BOARD 1) Purpose a) The Lakes Management Advisory Board shall be a voluntary citizen advisory board tasked with evaluating issues and concepts relating to the surface water resources of the City of Casselberry. 2) Composition a) The Lakes Management Advisory Board shall be composed of a minimum of five and a maximum of ten members of the community. b) Members on the Lakes Management Advisory Board must be residents within the City limits of Casselberry. c) The City Commission shall appoint the members of the Board. d) Two members of City staff shall serve the Board as a liaison and a recording secretary . e) The City Manager or his designee shall appoint the City staff members. f) No more than two members of the Board may own and/or live on lakefront property along the same lake. g) Of the maximum ten available positions, five of the members shall not be required to own and live on lakefront property. h) Ex Officio memberships shall be offered to and/or requested of the following state agencies: i) Florida Department of Environmental Protection ii) Florida Fish and Wildlife Conservation Commission iii) St Johns River Water Management District i) Initial term of service on the Board shall be a one-year term for 5 members and a two-year term for 5 members, with staggered two-year terms thereafter. Two consecutive terms maximum may be served, with a one-year period before being eligible for additional service. 3) Duties a) Provide citizen input to and assist with the preparation and finalization of the City of Casselberry Lakes Management Plan. b) Make recommendations regarding on-going surface water resource policy including: i) Water quality issues ii) Aquatic weed control iii) Erosion and shoreline re-vegetation iv) Use v) Environmental improvements vi) Funding options
