City Commission Meeting
December 13, 2004
Page 10

Citizen Comments:

John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, asked if this Agreement would
allow a law enforcement officer to enter into another jurisdiction if they were in hot pursuit. Chief
Pavlis stated the Agreement is used in conjunction with State Statute on hot pursuit so there is a
continuous type of protocol when there is pursuit being handed off to another jurisdiction. The
protocols and policies in place insure continuity and safety for the quick apprention ofa subject and
the satety of the citizens.

MOTION:

Moved by Commissioner Hart to approve Resolution 04-1548, Interlocal
Agreement for Traffic Enforcement, as presented. The Motion was
seconded by Commissioner Doerner and carried unanimously by voice
vote.

7. Resolution 04-1549 - Interlocal Voluntary Cooperation Ae:reement for Mutual Aid

The City Clerk read Resolution 04-1549 by title as follows:

"A Resolution of the City of Casselberry, Florida, approving and authorizing the
execution of a Mutual Aid Agreement between the City of Casselberry and the Cities'
of Altamonte Springs, Lake Mary, Longwood, Maitland, Oviedo, Sanford, Winter
Springs and the Seminole County Sherifrs Office for Interlocal Voluntary
Cooperation/Operational Assistance; providing for conflicts, severability and effective
date."

Staff Presentation

Chief Pavlis stated that this Mutual Aid Agreement is the cornerstones documents for law
enforcement in Seminole County. Mutual Aid Agreements allow the Sheriffs Office and other
jurisdictions to cooperatively work together under the cover oflaw to ensure all things are done from
the public safety standpoint and this can be accomplished with this Agreement for Municipal
Officers and Deputy Sheriffs.

Public Comments:

Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, was concerned with the cost
of Mutual Aid when responding in other jurisdiction. Mayor Goff said statistics were being kept
regarding times our Police and Fire respond in other jurisdictions.
