PUBLIC HEARING AND SECOND READING OF ORDINANCE 04-1145 - ZB <br />04-01 - ZONING MAP AMENDMENT - BOTTOM OF LAKE HOWELL <br /> <br />The City Clerk read Ordinance 04-1145 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />ClTY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE <br />W, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; <br />ESTABLISHING THE ZONING CLASSIFICATION OF ROS (RECREATION OPEN <br />SPACE) FOR THOSE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION AND AN <br />EFFECTWE DATE." <br /> <br />Legal Advertising: The Notice of Public Hearing relative to Ordinance 04-1145 was published in the <br />Orlando Sentinel on December 26,2004. <br /> <br />Staff Presentation: Mr. Wells stated Ordinance 04-1145 provides for an amendment to change the zoning <br />designation from County A-I (Agricultural) to City ROS (Recreation Open Space). The subject property <br />was purchased by the City and annexed into the City in January 2004 to provide possible mitigation acreage <br />for future City projects that may impact wetland areas and possible contiguity for future annexation <br />initiatives. The parcel consists of approximately 70 acres of Lake Howell and associated wetlands. The <br />Planning & Zoning Commission recommended approval of Ordinance 04-1145 on July 28, 2004 by 6 - 0 <br />vote. Ordinance 04-1145 was passed on first reading on September 13, 2004. Staff recommended approval <br />of Ordinance 04-1145 on second and final reading. <br /> <br />Public Hearing: No audience comment request forms were received for Ordinance 04-1145. Mayor Goff <br />closed the public hearing. <br /> <br />MOTION: <br /> <br />Vice Mayor Hart moved to approve Ordinance 04-1145 <br />on second and final reading. Motion was seconded by <br />Commissioner Hufford. Motion carried unanimously <br />by voice vote. <br /> <br />VIII. NEW BUSINESS <br /> <br />A. SPECIAL INVOICE AND MINOR CONTRACTS/AMENDMENTS <br />AUTHORIZATION REPORT <br /> <br />Pursuant to Resolution 650, Section Three, invoice information regarding consulting fees for contracts <br />underway, attorney fees, or final payments on construction invoice amounts or projects in excess of$25,000 <br />are to be presented to the Commission prior to payment. Also, policy adopted April 17, 1995 by the City <br />Commission allows Minor Contracts/ Amendments to be presented as part of this report. The following <br />invoices and/or contracts were presented to the Commission for consideration: <br />
