<br />CASSELBERRV CITV COMMISSION <br />Minutes of January to, 2005 ~ Regular Meeting <br />Page 6 of 18 <br /> <br />Legal Advertising: The Notice of Public Hearing relative to Ordinance 04-1144 was published in the <br />Orlando Sentinel on December 26, 2004. <br /> <br />Staff Presentation: Mr. Wells stated Ordinance 04-1144 administratively amends the Future Land Use Map <br />of the City's Comprehensive Policy Plan to include the boundary of the Westside Small Area Study as an <br />overlay district and will indicate specific development standards exist within the area. The amendment is <br />being processed as a Large Scale Map amendment in accordance with Florida Statutes. The Planning & <br />Zoning Commission recommended approval of Ordinance 04-1144 at its July 28, 2004 meeting by a 6 - 0 <br />vote. The City Commission approved Ordinance 04-1144 on first reading on August 23,2004. Ordinance <br />04-1144 was transmitted to the Florida Department of Community Affairs (DCA) for review and approval. <br />DCA approved Ordinance 04-1144 as transmitted. Staff recommended approval of Ordinance 04-1144 as <br />presented. <br /> <br />Public Hearing: No audience comment request forms were received for Ordinance 04-1144. Mayor Goff <br />closed the public hearing. <br /> <br />MOTION: <br /> <br />Commissioner Hufford moved to approve Ordinance <br />04-1144 on second and final reading as presented. <br />Motion was seconded by Vice Mayor Hart. Motion <br />carried 4 - 1 (Commissioner Cook dissenting) by voice <br />vote. <br /> <br />D. PUBLIC HEARING AND SECOND READING OF 04-1142 - LPA 04-02 - <br />FUTURE LAND USE MAP AMENDMENT - REGENCY SOUARE <br />APARTMENTS/COMPUTER WAREHOUSE - 132 MONARCH CIRCLE. 229 <br />MALTESE CIRCLE & 555 SR 436 <br /> <br />The City Clerk read Ordinance 04-1142 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE <br />CITY OF CASSELBERRY COMPREHENSWE PLAN, BY AMENDING THE OFFICIAL <br />FUTURE LAND USE MAP ESTABLISHING THE FUTURE LAND USE <br />DESIGNATIONS OF HIGH DENSITY RESIDENTIAL (HDR) AND COMMERCIAL <br />(COM) FOR THOSE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTWE DATE." <br /> <br />Legal Advertising: The Notice of Public Hearing relative to Ordinance 04-1142 was published in the <br />Orlando Sentinel on December 26, 2004. <br /> <br />Staff Presentation: Mr. Wells stated Ordinance 04-1142 provides for an administrative change ofthe <br />Future Land Use designation for the subject property from Seminole County High Density Residential and <br />Commercial to City High Density Residential and Commercial.
