RESOLUTION 05-1552 - PURCHASE OF FIRE LADDER TRUCK & RELATED <br />BUDGET TRANSFER <br /> <br />The City Clerk read Resolution 05-1552 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />CITY OF CASSELBERRY TO PURCHASE A SUTPHEN TOWER/PLATFORM FIRE <br />TRUCK; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTWE DATE." <br /> <br />BTR #05-15: <br /> <br />INCREASE Acct. #001-0310-522.67.23 <br />(Fire Truck) <br />INCREASE Acct. #001-0310-522-67.23 <br />(Fire Truck) <br />INCREASE Acct. #001-0000-331.20.03 <br />(Federal Grant - FEMA Fire Truck 2004) <br />DECREASE Acct. #001-0190-519.58 <br />(Contingency Reserve) <br /> <br />$499,500.00 <br /> <br />$ 21,503.00 <br /> <br />$499,500.00 <br /> <br />$ 21,503.00 <br /> <br />Staff Presentation: Chief Harkins stated Resolution 05-1552 provides for purchase ofa tower/platform fire <br />truck from Sutphen in the amount of $576,502.88. This is a cooperative purchase using the Fort Myers <br />Beach Fire Control District contract. Funding for the fire tuck is as follows: <br /> <br />FEMA Federal Grant- <br />2004/2005 Budget - <br />Budget Amendment #05-15- <br /> <br />$499,500.00 <br />$ 55,500.00 <br />$ 21,503.00 <br /> <br />The $18,000.00 trade in credit for the old truck will be reviewed upon receipt of the new truck and the City <br />may elect to sell the old truck at auction. The current estimate is $30,000.00 for the old truck at auction. <br />Chief Harkins gave a PowerPoint presentation providing an overview of the fire truck purchase, which is <br />attached to and made a part of these minntes. Chief Harkins also distributed brochures regarding the <br />truck to the City Commission. It was noted that the grant requires delivery of the new truck be made by <br />September 15, 2004. Mr. Clifton recommended the purchase ofthe fire truck in order to provide an adequate <br />level of service in the City, with the understanding that the staffing needs for that vehicle will need to be <br />addressed in the Fiscal Year 2006 budget. It was noted the grant requires delivery of the new truck be made <br />by September 15,2004 and the manufacturer can meet that deadline ifthe contract is entered into at this time. <br />Mr. Clifton stated he regretted having to bring this item for consideration prior to full analysis and discussion <br />by the City Commission of the staffing and related budgetary issues, but the delivery deadline forced staff <br />to bring the matter forward at this time. <br /> <br />I. DISCUSSION ON FUTURE STAFFING COMMITMENT FOR FIRE <br />LADDER TRUCK <br /> <br />Chief Harkins provided background information regarding the staffing cormnitment that is required by <br />acceptance of the grant to purchase the new fire truck, as outlined in his January 5, 2005 inter-office <br />
