<br />CASSELBERRY CITY COMMISSION <br />Minutes of November 22. 2004· Regular Meeting <br />Page 7 of 14 <br /> <br />4) Charlene Glancy, 210 NE Triplet Drive, spoke in opposition of Ordinance 04-1151. <br /> <br />5) John Casselberry, 700 South Lost Lake Lane, spoke in opposition of Ordinance 04-1151. <br /> <br />6) Kathy Hale, 325 Southcot Drive, spoke in opposition of Ordinance 04-1151. <br /> <br />One written comment form was received and read into the record from the following individual: <br /> <br />I) Herbert Zion, 315 Southcot Drive, was opposed to Ordinance 04-1151. Mr. Zion's <br />written comments are attached to and made a part of these minutes. <br /> <br />Mayor Goff asked if there was anyone in the audience that wished to speak either for or against Ordinance <br />04-1151. No one came forward. Mayor Goff closed the public hearing. <br /> <br />Commission Discussion: Discussion ensued regarding applicability and enforcement of commercial vehicle <br />parking in multi-family residential areas, private use vehicles that exceed the weight limit, methods used to <br />determine vehicle weight, vehicle screening, possible impacts to property values, impacts of restrictions <br />imposed on people with health disabilities, and comparisons with adjoining entities commercial vehicle <br />parking regulations. The possibility of developing different standards for different types of residential areas <br />was also discussed. No amendments to the motion on the floor were made. The Commission also expressed <br />interest in reviewing general residential parking regulations as requested by the Planning & Zoning <br />Commission, but as a separate issue in the future. Commissioner Doerner and Commissioner Hufford were <br />opposed to Ordinance 04-1151 and lowering the existing commercial vehicle parking regulations, stating they <br />felt it would have negative impacts on residential neighborhoods and property values. <br /> <br />Motion carried 3 - 2 by roll call vote. <br /> <br />Roll Call Vote ofthe City Commission: <br /> <br />Commissioner Doerner - No; Commissioner Cook - Yes; Commissioner Hufford - No; Vice Mayor <br />Hart - Yes; Mayor Goff - Yes. Motion passed 3 - 2. <br /> <br />Next Public Hearing Date: No public hearing date was set for Ordinance 04-1151. Staff will conduct <br />further review of Ordinance 04-1151 to bring back some alternative elements as discussed by the City <br />Commission. Significance of any suggested changes made may deem it necessary to have Ordinance 04- <br />115! considered by the Planning & Zoning Commission again. Commissioner Doerner requested notification <br />as soon as the next public hearing date for Ordinance 04-1151 is set. <br /> <br />Mayor Goff declared a recess at 9:05 p.m. The meeting was reconvened at 9:18 p.m. <br />
