CASSELBERRY CITY COMMISSION Minutes of September 27, 2004 - Regular Meeting Page 2 of 16 MOTION: Vice Mayor Clark moyed to add Consulting Services - Charles F. Floyd, Billboard Valuation Expert to Regular Agenda item (1), Special Invoice Report and Minor Contracts/Amendments Authorization Report for consideration and to add Resolution 04-1530 as Regular Agenda item (8); Ratification of Fire Chief Appointment as Regular Agenda item (9); and Resolution 04-1531 as Regular Agenda item (10); and renumbering Commission/Staff Reports as Regular Agenda item (11). Motion was seconded by Commissioner Hart. Motion carried unanimously by voice vote. PRESENTATION The following presentations (copies of which are on file with the agenda materials for this meeting in the City Clerk's Office) were made regarding Casselberry Downtown Redevelopment: Triplet Lake Drive/Melodv Lane Redesign - HTNB Architects Engineers Planners Mr. John Moore, HTNP, gave a presentation on the Triplet Lake DrivelMelody Lane proposed intersection modifications. The City has financed the project and will pay the debt with Local Option Gas Tax revenues. Commission Discussion: Discussion ensued regarding the proposed turning movements and lane designations at the Triplet Lake DriveJU .S. Highway 17-92 intersection. Commissioner Cook was in favor of having a right-turn-only lane at the Triplet Lake DriveJU.S. Highway 17-92 intersection. Commission consensus was to leave the turn lane designations as presented since they could be adjusted in the future as needed by simply restriping and repainting the arrows in the lanes. MOTION: Vice Mayor Clark moved to authorize staff to proceed with going to final design and bid on the Triplet Lake DrivelMelody Lane Redesign as presented. Motion was seconded by Commissioner Doerner. Motion carried unanimously by voice vote. ParklCitv Campus - Glatting Jackson Kercher Anglin Lopez Rinehart. inc. Mr. Bruce Hall, Landscape Architect and Project Manager, Glatting Jackson Kercher Anglin Lopez Rinehart, Inc., gave a presentation on the concept plan for the City Hall Complex area and expansion of Anniversary Park. A copy of the PowerPoint presentation is attached to and made a part of these minutes. Some elements of the plan are funded by grants. Other unfunded elements will be deferred until a funding decision is made by the City Commission.
