<br />City Commission Meeting <br />September 13,2004 <br />Page 3 <br /> <br />Mayor Pronovost asked ifthere was anyone in the audience that wished to address the proposed Local Law <br />Enforcement Block Grant Expenditures. No one came forward and the public hearing was closed. <br /> <br />MOTION: <br /> <br />Vice Mayor/Commissioner AI Clark moved to approve the Expenditures for <br />the Local Law Enforcement Block Grant as presented. The motion was <br />seconded by Commissioner Linda Hart and carried unanimously by roll call <br />vote. <br /> <br />III First Readin!! of Ordinance 04-1145 - Zonin!! MaD Amendment - Bottom of Lake Howell <br /> <br />Vice Mayor/Commissioner AI Clark moved that Ordinance 04-1145 be read <br />hy title only. The motion was seconded by Commissioner Linda Hart and <br />carried unanimously by voice vote. <br /> <br />MOTION: <br /> <br />The City Clerk read Ordinance 04-1 145 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING <br />THE ZONING CLASSIFICATION OF ROS (RECREATION OPEN SPACE) FOR THOSE <br />PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Dick Wells presented the Zoning Map Amendment for ZB 04-0 I, bottom of Lake <br />Howell. The property was annexed into the City on January 12,2004. The parcels consist of approximately <br />70 acres of Lake Howell (water body) and associated wetlands (+/ - 3 acres). The property was annexed to <br />provide possible mitigation acreage for future City projects that may impact wetland areas and possible <br />contiguity for future annexation initiatives. <br /> <br />Staff Recommendation: The Planning and Zoning Commission voted on July 28, 2004 for the Zoning Map <br />Amendment from County A-I (Agricu1tural)to CityROS (Recreation Open Space. Mr. Wells recommended <br />the City Commission approve Ordinance 04-1145 forthe change in the zoning designation. <br /> <br />The proposed zoning change notice forthis parcel was published in the Orlando Sentinel on August29, 2004. <br /> <br />Mayor Pronovost asked ifthere was anyone in the audience that wished to address Ordinance 04-1145, either <br />for or against. The following individuals came forward: <br /> <br />Daniel Coleman, 1140 Valley Creek Run, asked if the City was going to help clean up Lake <br />Howell since the City was purchasing the lake bottom. <br />John Casselberry, 700 South Lost Lake Lane, Casselberry, FL, spoke in favor of Ordinance <br />04-1145, but was concerned about emergency access to the lake. <br />
