City Commission Meeting September 13,2004 Page 3 Mayor Pronovost asked ifthere was anyone in the audience that wished to address the proposed Local Law Enforcement Block Grant Expenditures. No one came forward and the public hearing was closed. MOTION: Vice Mayor/Commissioner AI Clark moved to approve the Expenditures for the Local Law Enforcement Block Grant as presented. The motion was seconded by Commissioner Linda Hart and carried unanimously by roll call vote. III First Readin!! of Ordinance 04-1145 - Zonin!! MaD Amendment - Bottom of Lake Howell Vice Mayor/Commissioner AI Clark moved that Ordinance 04-1145 be read hy title only. The motion was seconded by Commissioner Linda Hart and carried unanimously by voice vote. MOTION: The City Clerk read Ordinance 04-1 145 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE ZONING CLASSIFICATION OF ROS (RECREATION OPEN SPACE) FOR THOSE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." Staff Presentation: Mr. Dick Wells presented the Zoning Map Amendment for ZB 04-0 I, bottom of Lake Howell. The property was annexed into the City on January 12,2004. The parcels consist of approximately 70 acres of Lake Howell (water body) and associated wetlands (+/ - 3 acres). The property was annexed to provide possible mitigation acreage for future City projects that may impact wetland areas and possible contiguity for future annexation initiatives. Staff Recommendation: The Planning and Zoning Commission voted on July 28, 2004 for the Zoning Map Amendment from County A-I (Agricu1tural)to CityROS (Recreation Open Space. Mr. Wells recommended the City Commission approve Ordinance 04-1145 forthe change in the zoning designation. The proposed zoning change notice forthis parcel was published in the Orlando Sentinel on August29, 2004. Mayor Pronovost asked ifthere was anyone in the audience that wished to address Ordinance 04-1145, either for or against. The following individuals came forward: Daniel Coleman, 1140 Valley Creek Run, asked if the City was going to help clean up Lake Howell since the City was purchasing the lake bottom. John Casselberry, 700 South Lost Lake Lane, Casselberry, FL, spoke in favor of Ordinance 04-1145, but was concerned about emergency access to the lake.
