RESOLUTION 04-1511 - INITIAL IMPROVEMENT ASSESSMENT FOR <br />SUMMERSET NORTH SUBDIVISION <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to read Resolution 04-1511 <br />by title only. Motion was seconded by Commissioner <br />Doerner. Motion carried unanimously by voice vote. <br /> <br />The City Clerk read Resolution 04-1511 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RELATING TO THE CONSTRUCTION OF CERTAIN LOCAL <br />IMPROVEMENTS; DESCRIBING THE PROPERTY TO BE LOCATED WITHIN THE <br />PROPOSED SUMMERSET NORTH ASSESSMENT AREA; DETERMINING THE <br />ESTIMATED CAPITAL COST OF THE SUMMERSETNORTH SUBDIVISION WALL; <br />DETERMINING THAT CERTAIN REAL PROPERTY WILL BE SPECIALLY <br />BENEFITTED BY THE SUMMERSETNORTH SUBDIVISIONW ALL; ESTABLISHING <br />THE METHOD OF ASSESSING THE CAPITAL COSTS OF THE SUMMERSET <br />NORTH SUBDIVISION WALL AGAINST THE REAL PROPERTY THAT WILL BE <br />SPECIALLY BENEFITTED THEREBY; DIRECTING THE CITY MANAGER TO <br />PREPARE A TENTATIVE IMPROVEMENT ASSESSMENT ROLL BASED UPON THE <br />METHODOLOGY SET FORTH HEREIN; ESTABLISHING A PUBLIC HEARING TO <br />CONSIDER IMPOSITION OF THE PROPOSED IMPROVEMENT AND THE METHOD <br />OF THEIR COLLECTION; DIRECTING THE PROVISIONS OF NOTICE IN <br />CONNECTION THEREWITH; AND PROVIDING AN EFFECTIVE DATE." <br /> <br />Legal Advertising: The Notice of Public Hearing relative to Resolution 04-1511 was published in the <br />Orlando Sentinel on July 29, 2004. Notices were also mailed to affected property owners based on a list <br />provided by the Seminole County Property Appraiser's Office. <br /> <br />Staff Presentation: Mr. Wells stated Resolution 04-1511 delineates the assessment area for the Summerset <br />North Subdivision wall, determines the estimated capital costs of the project, apportions the assessment to <br />properties based on the benefits received, provides the methodology for development of an assessment and <br />the affiliated assessments, establishes a public hearing for final approval, and provides guidelines for <br />notification of the public hearing. Mr. Wells gave a PowerPoint presentation, which is attached to and <br />made a part of these minutes. A revised copy of Resolution 04-1511 with the appropriate blanks filled in <br />for the assessment variables was distributed to the City Commission and is attached to and made a part <br />of these minutes. Exhibit "A" to Resolution 04-1511 provides all the known costs and estimated costs for <br />the project, and are based on a 6' height brick wall with wing walls at Mark David Boulevard and Winding <br />Ridge Road, with decorative columns at 40-foot intervals. Staff recommended approval of Resolution 04- <br />1511 as revised. <br />
