City Commission Meeting
August 11, 2003
Page 5

continues to be involved and recognized by FDOT, he recommended the City Commission review
the proposed alternatives and select a preferred design so that the Commission is on record with the
Department of Transportation. Since the estimated time for commencement of construction is
approximately eight years, the most important factor now is that the City go on record that it wants
to stay involved in the project and design options as they come forward from FDOT.

Mr. Segreto gave a power point presentation that outlined the following alternatives:

Viaduct Alternative - Center Alignment
Viaduct - Aerial Center Alignment
Viaduct - Aerial Center Alignment Enlarged Aerials
Viaduct - Conceptual Visual from Ground level
Viaduct -Actual Photo Overlaid with Viaduct
Single Point Urban Interchange - Center Alignment
Single Point Urban Interchange - Center Alignment Aerial
Single Point Urban Interchange - Center Alignment Enlarged Aerial
Single Point Urban Interchange - Center Alignment Right-of-Way Impacts
Single Point Urban Interchange - Right Alignment Aerial
Single Point Urban Interchange - Right Alignment Aerial Impacts
Single Point Urban Interchange - Left Alignment Aerial
Single Point Urban Interchange - Left Alignment Right-of-Way Impacts
Single Point Urban Interchange - Conceptual Visual Either Center, Right or Left

A copy of the Power Point Presentation is attached to and made a part of these minutes.

Audience Input ~ John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida 32707,
suggested the City may want to negotiate with FDOT to bring this project to frnition sooner if it
could be done more economically. He also expressed concerns regarding the length of the fly-over
and impact on traffic and land acquisitions.

Commission Discussion -

Commissioner A1 Clark - Preferred the Viaduct Design as the least disruption to surrounding
property owners and the least amount of impact to the business in the area.

Commissioner Susan Doerner - The Viaduct encroaches into the Redevelopment Area and is too
long; preferred the Single Point Design. She wanted more than one option considered.

Commissioner Kathy Cook - Any one of the design options would impact redevelopment efforts;
no property owner would want to invest in his property when he knows that it could conceivably be
destroyed within the next eight years. She agreed the City should stay involved in the process.
