City Commission Meeting August 1 I, 2003 Page 3 MOTION: Moved by Vice Mayor/Commissioner A! Clark that Ordinance 03-1092, Building Code Revisions, be approved as presented. Motion was seconded by Commissioner Susan Doerner and carried on a 4 - 0 roll call vote. Mayor Pronovost requested that Item #6 be continued until August 25, 2003 so that Commissioner Linda Hart could be present for the discussion. MOTION: Moved by Commissioner Susan Doerner that Item #6 be continued to the August 25, 2003 Commission Meeting. Motion was seconded by Vice Mayor/Commissioner Al Clark and carried unanimously by voice vote. Mayor Bruce Pronovost stated that the petitioners for Item #3, Wal-Mart, requested this item be continued until August 25, 2003. MOTION: Moved by Commissioner Susan Doerner that Item #3, Wal-Mart Expansion, be continued to the August 25, 2003 Commission Meeting. Motion was seconded by Commissioner Kathy Cook and carried unanimously by voice vote. The City Manager stated that the Commission would not be asked to take action on Item #5, Brown field Area Designation to allow more time for a more formal notification process. A presentation will be given for discussion purposes only. The City Attorney distributed Ordinance 03-1099, Adult Entertainment Revisions, and requested the Commission amend the Agenda to add the ordinance. Ordinance 03-1099 addresses a recent case that came out of the Eleventh Circuit that involved a couple of technical minor provisions of our Adult Entertainment License Ordinance. In order that the minor issues can be addressed in a timely manner, she requested the Commission place it on the Agenda for first reading and schedule the second reading and Public Hearing for August 25, 2003. MOTION: Moved by Vice Mayor/Commissioner Al Clark to add to the Agenda, Ordinance 03-1099, Adult Entertainment Revisions as requested by the City Attorney. Motion was seconded by Commissioner Susan Doerner and carried unanimously by voice vote. AUDIENCE PARTICIPATION John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, 32707, asked to be recognized to speak on Items 2, 4 and 5, David Henson, 233 Bridle Path, Casselberry, Florida, 32707, suggested the City Commission adopt a policy regarding increasing or broadening the taxable base of the City, i.e., aggressive annexations.
