City Commission Meeting <br />August 25, 2003 <br />Page 14 <br /> <br />Commissioner Kathy Cook - Stated that the City needed a detailed Agenda of priorities before <br />engaging the services of a lobbyist. She stated that the paperwork submitted with Mr. Lawton's <br />proposal contained some inconsistencies and a lack of understanding insofar as representing the City <br />in Tallahassee. She was not comfortable in accepting the first proposal submitted and suggested the <br />proposal for lobbyist be put out to bid, <br /> <br />Mayor Bruce Pronovost - Stated that he was not convinced the City needed a lobbyist but suggested <br />the Commission set specific goals and Agendas to determine the necessity for lobbying services. <br />The Mayor also suggested that an RFP (Request for Proposals) be formulated for soliciting of <br />lobbying services after the Commission meets and has determined their list of priorities. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor Al Clark that staff be directed to formulate an RFP for <br />lobbying services as soon as possible and to include the proposal from Ces <br />Lawton. Motion was seconded by Commissioner Linda Har~ and carried <br />unanimously by voice vote. <br /> <br />The Commission will submit their list of top priorities or issues to the City Manager within the next two <br />weeks and then a work session meeting will be scheduled for the Corn mission to come to a consensus on their <br />priorities. <br /> <br />7. Water Conservation Public Awareness Campaign 2004 Participation <br /> <br />Staff Report - The St. Johns Water Management District requests that the City participate for the <br />second year in funding a joint media campaign to educate the consumers with a consistent water <br />conservation message. The request is based on consumption levels using consumption data. The <br />City's portion for participation is $11,350.00. A broad based media campaign with a united water <br />conservation message would help the City achieve its long-term water goals. <br /> <br />Staff Recommendation - Approve participation in the water conservation campaign. <br /> <br />Commissioner Kathy Cook said the City did not need to participate in this conservation campaign because <br />the City has enacted its own conservation program and the citizens should not have to spend tax dollars to <br />fund this campaign and she was opposed to City participation. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner to approve participation in the St. Johns <br />Water Management District Conservation Campaign in the amount of <br />$11,250.00. Motion was seconded by Commissioner Susan Doerner and <br />carried on a 4 - 1 roll call vote. Commissioner Kathy Cook dissenting. <br /> <br /> <br />
