City Commission Meeting <br />August 25, 2003 <br />Page 13 <br /> <br />TO FUND THE COST OF ADA PARATRANSIT SERVICE AND OTHER PUBLIC <br />TRANSPORTATION OPERATION EXPENSES IN THE CITIES AND IN <br />SEMINOLE COUNTY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE," <br /> <br />StaffReport - Seminole County Board of County Commissioners have requested support to levy an <br />additional one cent local option fuel tax from cities in Seminole County. Casselberry's cost for <br />2003 was $41,188 based on twenty-seven qualified users. The proposed City's proposed share for <br />2004 is estimated at $102,100 for the same amount of users. Bythe adoption of Resolution 03-1437, <br />the City Commission supports the Seminole County Board of County Commissioners for the levy <br />of an additional one cent local option fuel tax for ADA transit services. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Resolution 03-1437, <br />Support of One Cent Tax, be approved as submitted. Motion was seconded by <br />Commissioner Susan Doerner and carried unanimously by voice vote. <br /> <br />6. Discussion on Seeking RFP for Legislative Services <br /> <br />Staff Report ~ The Legislative Lobbying proposal from Mr. Ces Lawton was unsolicited by the City. <br />The City Manager said the matter was being presented for input and further guidance to the <br />Administration. <br /> <br />Audience Input- Mr. Ces Lawton, 185 Anchor Road, Casselberry, Florida, said Casselberry was one <br />of the few cities of its size that does not have representation in Tallahassee and was getting a <br />disproportional share of funds that are available. He owns Lawton Printers, a business in <br />Casselberry; and as a taxpayer, he was very interested in saving dollars for the City of Casselberry. <br /> <br />Commission Input - <br /> <br />Commissioner Al Clark - The City has several issues on the table, one being the U.S. Hwy. 17-92 <br />and S.R. 436 flyover project and the Red Bug Lake Road Project, that the City may benefit from the <br />services ora lobbyist. A lobbyist could be instrumental in curbing unfunded mandates from the State <br />and he would have no problem supporting Mr. Lawton's proposal. <br /> <br />Commissioner Susan Doemer - Suggested that the Commission set an Agenda for the coming year <br />and come to a consensus on a list of priorities for the City to detemfine if there was a need for a <br />lobbyist at the present. She believed the services ora lobbyist at this time were premature. <br /> <br />Commissioner Linda Hart - Stated that as the representative of CALNO, she has observed that the <br />City had been on the sidelines for sometime in comparison to other cities who have lobbyist in <br />obtaining available monies. She stated that Mr. Lawton was located in Casselberry and would have <br />the City's best interests at heart and she supported Mr. Lawton's proposal for legislative lobbying <br />services. <br /> <br /> <br />
