Progress Energy agreed to forward the results of <br />the study to the Public Service Commission. Progress Energy also agreed that they will provide <br />advance notice to the City of any work in the City's rights-of-way that is undertaken by them or any <br />of their agents or subcontractors. <br /> <br />Audience Input - The following individuals came forward and addressed the Commission: <br /> <br />Colleen Hufford, 527 Queens Mirror Circle, Casselberry, Florida, 32707 - Commission should make <br />a decision regarding the power issue and focus on the redevelopment of our downtown area. <br /> <br />Hank Lander, 445 Surrey Run, Casselberry, Florida, 32707 - Opposed the Settlement Agreement <br /> <br />John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, 32707 - Opined on several <br />sections. <br /> <br />George Miller, 191 Northmoor Road, Casselberry, Florida, 32707 - Supported the Settlement <br />Agreement as proposed by Progress Energy. <br /> <br />Phyllis Sheppard, 580 South Triplet Lake Drive, Casselberry, Florida, 32707 - Opposed the <br />Settlement Agreement. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Resolution 03-1420, Item <br />4(b) of the Settlement Agreement be modified to include $1 Million up front <br />and $750,000 spread over three years for infrastructure; also to include <br />maintenance of the U.S. Highway 17-92 and S.R. 436 street lighting. The <br />motion was seconded by Commissioner Susan Doerner and carried on a 3 - 2 <br />roll call vote. Mayor Bruce Pronovost and Commissioner Kathy Cook <br />dissenting. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Section S(a) be modified <br />to read Progress Energy will commission a third party reliability study which <br />will review and clarify specific Casselberry deficiencies, which will be a broad <br />in-depth study of the entire Casselberry System. Section 5(0 be modified to <br />state that Progress Energy will take into consideration the results of such <br />studies in reviewing future operation and maintenance activities within the <br />City and will address significant deficiencies, as determined by Progress <br />Energy, deleting "in its sole discretion", and adding with the City's input using <br />good utility practices. The motion was seconded by Commissioner Susan <br />Dormer and carried on a 4 o I roll call vote. Mayor Bruce Pronovost <br />dissenting. <br /> <br /> <br />
