The motion was seconded by Commissioner Susan Doerner and
carried unanimously by voice vote.

The City Clerk read Resolution 03-1420 by title as follows:

"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA,
AUTHORIZING THE EXECUTION OF A SETTLEMENT AGREEMENT
BETWEEN FLORIDA POWER CORPORATION, d/b/a PROGRESS
ENERGY FLORIDA, INC. AND THE CITY OF CASSELBERRY;
PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE
DATE."

Staff Presentation: The City Manager said given the action taken on the franchise ordinance he
would assume the Commission wanted to defer action on the Settlement Agreement until June 9,
2003.

Audience Input:

1. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in favor of
organizing local governments to deal with the power issue.

2. Mr. David Henson, 233 Bridle Path, Casselberry, Florida, stated that reliability was the most
important issue and the Settlement Agreement with Progress Energy should be approached very
carefully and he did not believe that it was desirable for the City to enter into the agreement.
