Clark to defer the first <br />reading of Ordinance 03-1086, Utility Franchise Agreement with <br />progress Energy, to the meeting of June 9, 2003. The motion was <br />seconded by Commissioner Susan Doerner and carried 4 - 1 on roll <br />call vote. Mayor Pronovost dissenting. <br /> <br />A Verbatim Transcript of Item #7 is available for review in the City Clerk's Office. <br /> <br />8. Resolution 03-1420 - Settlement Agreement with Progress Energy <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Resolution 03- <br />1420, Settlement Agreement with Progress Energy, be read by title <br />only. The motion was seconded by Commissioner Susan Doerner and <br />carried unanimously by voice vote. <br /> <br />The City Clerk read Resolution 03-1420 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />AUTHORIZING THE EXECUTION OF A SETTLEMENT AGREEMENT <br />BETWEEN FLORIDA POWER CORPORATION, d/b/a PROGRESS <br />ENERGY FLORIDA, INC. AND THE CITY OF CASSELBERRY; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE <br />DATE." <br /> <br />Staff Presentation: The City Manager said given the action taken on the franchise ordinance he <br />would assume the Commission wanted to defer action on the Settlement Agreement until June 9, <br />2003. <br /> <br />Audience Input: <br /> <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in favor of <br />organizing local governments to deal with the power issue. <br /> <br />2. Mr. David Henson, 233 Bridle Path, Casselberry, Florida, stated that reliability was the most <br />important issue and the Settlement Agreement with Progress Energy should be approached very <br />carefully and he did not believe that it was desirable for the City to enter into the agreement. <br /> <br /> <br />
