City Commission Meeting <br />April 28, 2003 <br />Page 5 <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark to deny Ordinance 03-1082, <br />Temporary Moratorium on Applications for Retail Sales and Service <br />Development within The Community Redevelopment Area, on first reading. <br />The motion was seconded by Commissioner Kathy Cook and carried <br />unanimously on roll call vote. <br /> <br />By Commission consensus, the design standards will be presented to the Planning and Zoning <br />Commission for consideration and if they act favorably on the ordinance, City Commission will consider <br />the ordinance on June 9, 2003 for first reading and public hearing on June 23, 2003. The guidelines can <br />be amended as necessary. <br /> <br />AUDIENCE PARTICIPATION <br /> <br />l) <br /> <br />Mr. Rosemary O'Shea, Attorney with Baker & Hostetller, 200 South Orange Avenue, Orlando, <br />Florida, 32802 - Requested input on Agenda Item #9. <br /> <br />2) <br /> <br />Mr. Hank Lander, 445 Surrey Run, Casselberry, Florida, 32707, spoke in opposition to the "Stop <br />Government Electric" signs that are placed throughout the City. Signs should be limited and <br />regulated as political signs. <br /> <br />3) <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, 32707 - Requested input <br />on Agenda Item #9. <br /> <br />4) <br /> <br />Ms. Colleen Hufford, 527 Queens Mirror Circle, Casselberry, Florida, 32707, spoke in <br />opposition to the "Stop Government Electric" signs. Signs should be removed from the public <br />right-of-way and be regulated as political signs. <br /> <br />The City Manager stated that the City has been picking up the signs that are in the public right of way. <br /> <br />CONSENT AGENDA <br /> <br />The following items were presented for approval on the Consent Agenda: <br /> <br />a) Minutes of January 13, 2003, January 27, 2003, February 24, 2003 and March 24, 2003 <br /> <br />b) <br /> <br />Budget Transfer - Recognition of FDOT Traffic Analyst Grant Funds - Police Department <br />Increase: <br />Account Number Account Description Amount <br />001-0000-334.21.02 State Grant-DOT Traffic Analyst $23,201.00 <br />001-0610-521.12.01 Regular Salaries $22,201.00 <br />001M)610-521.48 Promotional Activities $ 1,000.00 <br /> <br /> <br />
