City Commission Meeting <br />April 28, 2003 <br />Page 4 <br /> <br />Staff Recommendation - Approve Ordinance 03-1082 on first reading and set a date for <br />public hearing. <br /> <br />· Audience Input - <br /> <br />Mr. Hank Lander, 445 Surrey Run, Casselberry, Florida, spoke in favor of the 90 day <br />moratorium <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in opposition to <br />the 90 day moratorium and suggested adopting standards by ordinances. <br /> <br />A letter from Mr. John Howell on behalf of Morbitzer was read into the record in part as <br />follows: <br /> <br />1) <br />2) <br />3) <br /> <br />The moratorium would hurt the property owners. <br />The moratorium would hurt the CRA. <br />The moratorium is unnecessary to accomplish the City's goals. The City can accomplish <br />its goal of application of the design guidelines without hurting property owners or the <br />CRA. <br /> <br />Mr. Howell's letter is attached to and made a part of these minutes. <br /> <br />Commission Discussion: <br /> <br />Commissioner A1 Clark did not support moratoriums and was not convinced that it was needed. <br />Them has been good cooperation with the guidelines in existence and he did not want to <br />discourage development in the business community. <br /> <br />Mayor Bruce Pronovost had a problem with the timing of the moratorium and the 180 extension <br />of the moratorium at the option of the City. <br /> <br />Commissioner Susan Doemer supported the 90 day moratorium but not the 180 extension. A <br />process and guidelines need to be in place that encourages good development. <br /> <br />Commissioner Kathy Cook did not want to restrict property rights or discourage development <br />and had a problem with the timing of the moratorium. <br /> <br />Commissioner Linda Hart had a problem with the timing of the moratorium and did not support <br />the 90 day Moratorium. <br /> <br /> <br />
