City Commission Meeting
April 28, 2003
Page 4

Staff Recommendation - Approve Ordinance 03-1082 on first reading and set a date for
public hearing.

· Audience Input -

Mr. Hank Lander, 445 Surrey Run, Casselberry, Florida, spoke in favor of the 90 day
moratorium

Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in opposition to
the 90 day moratorium and suggested adopting standards by ordinances.

A letter from Mr. John Howell on behalf of Morbitzer was read into the record in part as
follows:

1)
2)
3)

The moratorium would hurt the property owners.
The moratorium would hurt the CRA.
The moratorium is unnecessary to accomplish the City's goals. The City can accomplish
its goal of application of the design guidelines without hurting property owners or the
CRA.

Mr. Howell's letter is attached to and made a part of these minutes.

Commission Discussion:

Commissioner A1 Clark did not support moratoriums and was not convinced that it was needed.
Them has been good cooperation with the guidelines in existence and he did not want to
discourage development in the business community.

Mayor Bruce Pronovost had a problem with the timing of the moratorium and the 180 extension
of the moratorium at the option of the City.

Commissioner Susan Doemer supported the 90 day moratorium but not the 180 extension. A
process and guidelines need to be in place that encourages good development.

Commissioner Kathy Cook did not want to restrict property rights or discourage development
and had a problem with the timing of the moratorium.

Commissioner Linda Hart had a problem with the timing of the moratorium and did not support
the 90 day Moratorium.
