CASSELBERRY CITY COMMISSION
Minutes of April 14, 2003 - Special Meeting/Workshop
VERBATIM TRANSCRIPT

71

72

73

74

75

76

77

78
79

8O

81

82

83

84
85

86

88

89

90

91

92
93

94

95

96

97
98
99
100
101

102

103

104

engineering, we do ail of our distribution engineering in-house. Engineers do all designs for new
installations, for new businesses, residences and subdivisions. So, we're, we're certain there
would be a certain amount of engineering work would be required with that. System Operations
is our dispatchers and basically they're the ones that handle all customer calls that come in
related to outages and dispatch crews out to respond to those outages, so we can see that as a, as
a bid of some things that you might need with the distribution services. Our mapping people are
the ones that keep our GIS system up and essentially do the drawings that are required for any
new construction or maintenance jobs that are larger than just a service repair. We have our own
substation maintenance crews, of course that maintain our substations. I'm not sure t~ow many
substations Casselberry would have and what parts would be Florida Power Corp.'s and what
would belong to the City, but we do have substation electricians capable of maintaining
substation equipment. Our materials management of course manages all of our inventory and the
majority of our inventory is for our distribution and transmission work, of course. So, they have
people there that are familiar with the distribution materials that are required and they do get
involved some in the bidding and purchasing of those materials. Fleet Services we have are fleet
services within our department, also in engineering operations. They, they maintain all of our
vehicles. Right now, I think we're right around a hundred and eighty different vehicles including
the bucket trucks and, and hydraulic type equipment that we have. The line operations, of
course, is the main area that would be doing the type of work that would be required in
distribution services repair and installation. Right now we have our particular utility divided up
into six major crews that do the major maintenance jobs and installation of new facilities and
then we have a number of smaller two-men crews that respond to doing just individual services
and, and respond to trouble calls and outages during the day. We believe we have an outstanding
outage management system and that system we utilize to try to track and improve on reliability
where we can. And our system is, is pretty much automated, but its down to the point where
each individual customer that does have a power outage that calls in, we track down to the
individual meter how long they were out and that all goes in to what we use to calculate
reliability and try to improve reliability on our system. I'm sure you've seen the response that
we've provided in writing to you and one of the things that we did in our response is we said that
we were prepared to try to work with Casselberry in a cost plus basis. We haven't come up and
tried to evaluate your system and know what's here to really get a reai firm handle on what type
of personnel you would need. We think that would come through additional discussions with the
City and discussions about the level of service that you might require. We're not sure about the
amount of new construction you have going on here, certainly that would impact the amount of
personnel that would be needed for that new construction. We're not, not really sure of the
