City Commission Meeting <br />March 24, 2003 <br />Page 30 <br /> <br />SEGRETO: We've attempted that already and they said it was going to dosing in its present <br />form. <br /> <br />SEGRETO: <br /> <br />(1) I am not going to belabor the Progress Energy except read the correspondence that I sent out <br />with the attached counter proposal. The City Attorney and I worked on it. It has some reliability <br />standards on it. It also has a letter attached that specifically deals with Florida Power's need to <br />reimburse the City and make us whole financially for the legal fees that they cost the City. <br /> <br />(2) On another issue I will follow up a little bit on Commission Clark. I met on Wednesday with <br />our real estate agent we have under contract and his suggestion was as we determine the park plan <br />and the properties that we know that we need, we should be out in front negotiating a right of first <br />refusal so should the owner or the heirs of the property ever elect to sell, at least we have the right <br />to be the first bidder in line on those things. It doesn't specify a contract amount but it just gives <br />us that right. I told him that was probably a good idea and that is the direction that we are going <br />to proceed so that we are not taken out of the deal too quickly. <br /> <br />(3) On a interesting thing that is very important to the City, we have a gentleman that is working <br />to form a Casselberry Chamber of Commerce. I don't know whether they will call it a <br />Casselberry Chamber or maybe more appropriately a Casselberry Merchants' Association, but I <br />think it is a good unifying effort to have the businesses in the community in one organization. <br /> <br />(4) On the 17-92/436 intersection, we met with the Department of Transportation last week, <br />myself and several of my staff, staff from the County. They have eleven different design options, <br />three of the options involve 17-92 flying over Highway 436. The other options follow 436 flying <br />over 17-92. The three options that fly over 17-92 did the most for improving the traffic situation <br />and when I say improving the traffic situation, not just on the major highways, but also limiting <br />some of the cut through traffic in our neighborhoods. The other options not only did they not <br />significantly improve the traffic at the intersection, they funneled a lot more traffic into our <br />neighborhoods. So we will be lobbying strongly as we can to encourage the fly over of 17-92 <br />over Highway 436. In one design option in particularly was a viaduct option which was a single <br />pier concrete structure like a bridge that was elevated the whole way, that left all our intersections <br />and all our city streets open, allowed more connections to the road. It increased the level of <br />service the most, it left the most green space and it also took the west side of 17-92 and used that <br />for, they would require a lot of those smaller parcels that aren't larger shopping centers and make <br />that a combination of stromwater and landscape enhancement, Although that option was the most <br />expensive, it seemed to have the most support, so we are going to have to stay involved in that, try <br />and force that option to the top. The 436 fly over used all the right of way that the downtown plan <br />wanted to do in terms of the entrance on 436 so that was another reason why we weren't in <br /> <br /> <br />
