City Commission Meeting
March 24, 2003
Page 29

been able to do that so I am going to have to jump on that here the next day or two. I just want to
say that I believe that all of us need to have an open mind, as prejudice as we may be and feelings
that we may have and I believe that Florida Power shot themselves in the foot much more than
they realize that they had and I do agree that it is probably going to come back to haunt them
before it is over with here, the things that they have been doing. I will comment one thing, we
don't have to sign a thirty year agreement. Thirty year agreement is something that floats around
as a typical agreement that is done, but I am going to say that Tony's got my authority if he wants
to do a five year deal you know if that's what it takes to make something get resolved here on this
thing. I am not forcing that. But tbat is all I want to say about Florida Power, I believe that we
spend too much time on it. There is a piece of property on Quail Pond Circle, we got the
memorandum on that, would you like a resolution of that tonight?

SEGRETO: It is being resolved with our agent. The piece that fronts on Sunset, the one piece
we moved too slowly, the one home that was adjacent to one parcel off our park. That has already
been sold. The next piece the piece on Sunset and that piece is key because if we do a downtown
plan, we will need to have access for the residents that remain on Quail Pond Circle and we will
need to connect that to Sunset with a cul-de-sac, but we are in negotiations with that property
owner. Unfortunately, the property owner is unavailable for the next sixty days but our agent is
trying to get in touch with her. We tendered an offer subject to City Commission approval.

CLARK: I saw that and I am prepared to act on it if you need it.

SEGRETO: We don't need to act on it tonight. The Mayor asked the same question before the
meeting. I just wanted the Commission to be aware that we do have an agent out there acting on
our behalf.

CLARK: I would like to present this to the Commission, the properties that we would like
around the lake, around Quail Pond Lake Circle, Lake Concord here, we have got to be prepared
to work and act immediately on a lot of this stuff because the properties are selling swiftly and 1
would like to give some authority to Tony to enter into contracts as quick as we can on any of
these things.

DOERNER: I don't have any problem with that. I am aware of what they are trying to achieve.

SEGRETO: We were one day behind that other contract on the other parcel. I proceeded with it
without the City Commission approval because talking with the City Attorney we can make every
contract subject to City Commission approval. It is just a matter of, the house was under priced.
It went on the market under value and it sold immediately.

CLARK: You can offer more than they were asking.
