City Commission Meeting
March 24, 2003
Page 25

understand some of the profit margins you are talking about, potentially, look into those options.
Maybe it pans out, maybe it doesn't, but don't limit, don't try to create something that gives an
unfair advantage to one entity. They understand that is good, they also understand the litigation
costs and [ talked extensively about the history of where we came from and where we ended up
and how we got here. We need to make that very very clear to the citizens and I think, I have been
waiting for a City Manager to get here, he is almost here and we are going to move in some
directions and it is going to positive for Casselberry and Progress Energy can play it strategic
games with Longwood and Winter Park and Apopka and Maitland and we will just move forward
with making sure the citizens truly understand, understand where those costs come from,
understand where they originate from and how you get to the end product because it is not always
all in the figures so much as what got you to that point. It is just like the adult entertainment
issue, it is no different and basically the process is the same, you get out and you talk to people.
We have got great citizenry, they are smart once they have the information, they can see through
no matter who is presenting it, something that is incorrect.

PRONOVOST: From what I am hearing from both Commissioner Doerner and
Commissioner Hart that Progress Energy is contacting Commissioners to set up meetings.

DOERNER: They are not contacting me but I stated that a while back that you know, are we
gong to do this, are we talking to people are we not. If we are, then I will be interested in
checking with OUC to see what they have to offer that has always been something of interest. I
am not looking at the utility operating, the City of Casselberry particularly, but if something is set
up, I will certainly come and hear the information. I think that is only fair. If somebody considers
that an option of the five members on this board, if somebody is (inaudible) I am more than
willing to work at it. If we are going to start talking to people .....

PRONOVOST: To look at ....

DOERNER: At Casselberry running the utility, I mean I'm saying that all those options are
there, that is fine. I have preferences, I have no problem with Progress Energy but I have three
points that they have to meet - it's a thirty year contract, I think it more than reasonable, the
franchise, its litigation and some sense of reliability, a general reliability clause because they have
not always come through on that. That's their business, that's good business. OUC, I think is
very interesting - Kissimmee and Lakeland I know very little about. I know people who use OUC
who have businesses and warehouses in Orlando, so I have a little bit of history with them. We
can start doing this in whatever fashion you want. If we don't have meetings, I am going start
doing door to door. Maybe I can't spend $3,000 to put out a pamphlet, maybe I don't have that
access and money, I can go knock on doors.
