City Commission
Special Workshop Presentations
Investor Owned Electrical Providers
Page 6

electric service to the City of Casselberry. Now this evening, we will be heating from the two
different entities and I would ask the presenters to speak very clearly into the microphones so that
not only the Commission can hear but also members of the audience. I would also ask the
members of the audience, I know that times this has been an emotional issue, but the presenters
deserve all our attention, all of our respect and certainly all of our courtesy. This isn't a football
game, we are here at a workshop to hear what each of those presenters has to say and I am sure
they are both going to be trying to put their best foot forward. So your attention, your courtesy
and your respect will certainly be appreciated, not only by myself, fellow Commissioners, but
more importantly well received by the presenters because, as you know, it is not always easy
talking in front of a big audience. Some people are more comfortable than others, but regardless,
it is always a difficult task and if there is a lot of disruption from the audience, it makes it that
much more difficult. And it will make it that much more difficult for us to understand and hear
and really listen to what is being said. Having said all of that, first up will be Florida Power and I
am not sure who the representatives from Florida Power will be making the presentation. If you
don't mind, state your name.

RALEY: Good evening Mayor Pronovost, my name is Billy Raley.

PRONOVOST: Speak into the microphone.

RAILEY: Is that better? Good. Good evening Mayor Pronovost, Commissioners, Tony and
Mrs. Reischmann. First offI want to thank you for having us here tonight. Again I am Billy
Raley, Regional Vice President for Progress Energy, formerly Florida Power. We are here to
work with the City. We value our relationship with this community, and I sincerely believe that
we have demonstrated our willingness to compromise as we continue to negotiate. It is our intent
here tonight to talk to you about the franchise and how we can best settle that franchise. I have
structured my presentation to address the questions we were asked to address in Acting City
Manager, Tony Segreto's March 3rd letter inviting Progress Energy to this meeting. As recently
as March 4~h, we provided the City with information on how we can address your concerns
regarding liability and I will address this further in my presentation. First off, ! want to introduce
some of the people that live in this area and all the Florida Power representatives. First I want to
introduce David Maxon - David is the General Manager, North Central Region. Dave has over
fifteen years experience with Progress Energy. David is responsible for five operating centers in
Central Florida, servicing more than 400,000 customers. Dave has held various positions
throughout energy distribution. Dave is an engineer from the University of South Florida. Next,
I want to introduce Sophia O'Keefe. Sophia is a Community Relations Manager for Seminole,
Volusia, Brevard and Flagler Counties. Sophia has lived and worked in Central Florida for over
twenty years. She has been with Progress Energy for over two years. She is responsible for the
community and government relations in Central Florida. She is an alumni of the University of
