City Commission <br />Special Workshop Presentations <br />Investor Owned Electrical Providers <br />Page 25 <br /> <br />arbitration, obvious cost of living increases, along with obvious any new investment added to the <br />cost, so that at thirty years should our successors, thirty years from now, I will be long gone, you <br />may or may not be long gone, at that point in time, those people will be able to make a decision <br />and not have to go through the arduous process that we have gone through today. <br /> <br />RALEY: i have been in this business for a long time Mayor, twenty-eight year, even though <br />it may not look like it, and to try to manage a valuation like over a thirty-year is going to be <br />extremely difficult. Is it impossible? I don't know. That valuation for the poles and wires, <br />irrespective of the stranded costs valuation that has yet to be determined, I think that if there was <br />something that you wanted to present, that is something that we would certainly consider. I <br />would just say that it is going to be extremely difficult to float a valuation knowing that even you <br />yourselves, your City limits can change through annexation, so I think it is going to be difficult to <br />do. I am not saying it is impossible but we would certainly like to hear a suggestion. <br /> <br />SEGRETO: We are trying to get some of these issues quantified. You said that eighty-six <br />franchises that you already have signed and you probably have about 105 franchises in the State, <br />is the corporation open a provision in the franchise, we have a provision in our garbage franchise <br />that says if the hauler signs a more lucrative franchise agreement, lucrative in terms of benefit to <br />the City, they automatically are required to give us that same benefit, the most favored nation. Is <br />Florida Power willing to give us the most favored nation on every section of the franchise, not <br />just on franchise fees at this point. <br /> <br />RALEY: Mr. Segreto, as far every provision, I am not sure I can answer that, I think the <br />attomeys would have to answer that. As far as expanding and looking at what that favored <br />nations would include is something that we can certainly do through negotiations. I am not sure <br />that we have the right to do much there but it is something that we be certainly willing to discuss. <br /> <br />SEGRETO: My concern is just the basic concern if we find an agreement tonight and <br />Longwood does a better job negotiating an agreement and they end up with a better term, I would <br />like to make sure that Casselberry is not left essentially holding the bag, whatever they get, 1 <br />would like to have the Commission receive that same girl. <br /> <br />RALEY: And I can understand your concern. Again, that is something certainly that we can <br />discuss and again, I would love to see something from the City and Mrs. Reischmann maybe we <br />can get that. <br /> <br />REISCItMANN: I think it is similar to, Altamonte Springs has a favorite nations for terms <br />which is option and franchise fee, so we will probably be giving you something similar to that <br /> <br /> <br />
