City Commission
Special Workshop Presentations
Investor Owned Electrical Providers
Page 19

RALEY: I think that is something we would have to look at at the time that came and again
we are going to abide by all legal requirements that we have in regards to the system and all
regulatory requirements. We have not seen that, so I can't respond to what that would look like.

PRONOVOST: Would you be interested in doing that whether that be in the services or that
be in terms of selling both power to be it the City or some other electric service provider that the
City contracted with?

RALEY: Again, it is our intent to abide by all of legal requirements that we have and we will
abide by all the regulatory requirements. And if that time comes, then our attorney's will
evaluate that and make the proper decision.

PRONOVOST: Ok, is there any other questions? Commissioner Hart.

HART: I have one question. I have had citizens ask me this and I don't know how to
answer them. I know a lot of people in the City that their monthly rates are $70 - $80 dollars a
month. I have an elderly lady that is widowed that is very conservative and her rates are on a
fixed income over $200 a month. That is hard for me to swallow and I don't know how to
respond to that. How can there be so much difference you know from one place to another. I'm
considering the size of the home. She has had in fact just recently had Progressive Energy come
in there and do an evaluation of the home, said everything was fine, checked windows, whatever.
She has gone through all the things that I have told her that I could think of to do and I'm just,
you know, I don't know how to respond to that.

RALEY: Commissioner Hart that is a good question. We do have a group within our
department that works with consumers on energy usage and you say that someone has gone out
but I would be happy to take that name again and follow up. We also have conservation
programs we have on file, John Massey Ello one that program for us and we will be happy to
look at any kind of conservation program that maybe able to help that individual out. That is one
of the things that we talked about early on in the discussions and it sort of faded off to the side.
Again, you know, Progress Energy has placed several offers on the table and we would love to
see a response back in regards to a franchise and settlement. At that point, we can begin to work
to settle the differences.

PRONOVOST: Commissioner Doerner.

DOERNER: I am going to follow up on something that was asked earlier and we touched on
it, but just one more time. One of the major issues that contentedly have litigation fees. I have
