contrary to a representative form of government <br />and to the essence of Home Rule. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />P~etains local government authority to protect <br />public health, safety and welfare by resolving <br />impasses under the collective bargaining law. <br /> <br />70 t.2 <br /> <br />Requires that during the collective bargaining <br />process, a bargaining agent for municipal employees <br />must publicly disclose any activities it undertakes <br />which are intended to affect the terms or <br />conditions of employment for the municipal <br />employees. <br /> <br />Local Public Officials <br /> <br />702 <br /> <br />The Florida League of Cities recognizes that <br />thousands of Florida's citizens serve in municipal <br />offices and that most serve in this public capacity <br />with little remuneration and at great personal <br />expenditure of time, effort and talent. The League <br />is of the firm belief individuals in such public office <br />should not be subiected to undue or unreasonable <br />restrictions in order to serve their fellow citizens, <br />nor should they be subjected to frivolous charges. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />702. I <br /> <br />Requires that any Sunshine and Public Records <br />Laws, now or in the future, apply equally to the <br />Florida Legislature, state agencies, county and <br />municipal governments. <br /> <br />702.2 Removes municipal employee personnel records <br /> from coverage under the Public Records Law, <br /> <br />702.3 <br /> <br />Clarifies Section 286.01 J, Florida Statutes, and <br />related case law, to exempt public advisory boards, <br />commissions and committees (whose function is <br />fact-finding and the exchange of information on <br />pre-assigned areas of interest) from the Sunshine <br />Law unless these bodies are meeting to make <br />recommendations to a decision-making public <br />body or to the general public. <br /> <br />52.4 <br /> <br />Amends the financial disclosure law to prohibit <br />appointees to voluntary municipal boards or <br />commissions from serving on such boards or <br /> <br />commissions until proper financial disclosure is <br />filed and also to waive fines for failure to properly <br />file financial disclosure. <br /> <br /> <br />
